The 2nd JCC meeting of Project for Modernization of Vehicle Registration and Inspection Administration System

The 2nd JCC Meeting of JICA's technical cooperation, "Project for Modernization of Vehicle Registration and Inspection Administration System (MVRI Project)" was held and chaired by Mr. Kong Sophal, Deputy Director General of General Department of Transport, Ministry of Public Works and Transport (MPWT) on Friday, June 30th, 2017. The purpose of the 2nd JCC meeting was to share the progress of the project and get the approval for the future's activities of the project.

The representatives of General Department of Transport (MPWT), General Department of Taxation (MoEF), General Department of Custom and Excise (MoEF), General Commisariat of National Police (MoI), General Department of Identification (MoI), and JICA experts headed by Mr. OTA Masaya, Chief Advisor of the Project, attended the meeting.

The proposals and the direction of the improvement which JICA experts have proposed in the meeting are as the follows. The proposal for improvement of vehicle registration was approved in this second JCC meeting, and the detail proposal will be suggested in the third JCC meeting.

1) Vehicle registration(the direction of the improvement)

  • The proposal of the correction method of past incorrect vehicle registration: The measure in the case vehicle owner cannot be found in the vehicle registration information.
  • Acceleration of deregister unused vehicles.
  • Preservation of vehicle assets: Authentication of ownership of vehicle mortgage and addition of improvement of an institution, such as requirement to duly assert against third parties, and registration items.
  • Preservation of correct vehicle registration information: Confirm and correct vehicle registration information, when continuous vehicle inspection is performed.
  • Promote registration information sharing with GDCE, GDT(tax), MOI(police), MOI(ID).

2) Vehicle inspection

  • Set technical standards for inspection equipment and technical requirements of inspectors.
  • Propose a guideline and a checklist for vehicle inspection, including management of vehicle inspection equipment.
  • Prepare a checklist for prioritized inspection items.

3) IT system

  • Set the interface specifications to for information sharing.
  • Conduct the security diagnosis of MPWT and GDLT’s online application system.
  • Suggest operational rules for MPWT and GDLT’s online application system.
  • Suggest system infrastructure requirements.

4) The contents and the schedule of training in Japan, Feb 2018.

5) Set Baseline values which is based on the questionnaire survey and statistical data. Target value will be set which can be expected to improve more comparing to the baseline value.

The next JCC Meeting will be held in December 2017.
