On 18th December, the 3rd JCC meeting (Joint Coordination Committee meeting) of JICA's technical cooperation, "Project for Modernization of Vehicle Registration and Inspection Administration System" was held in Phnom Penh hotel, represented by H.E. Tauch Chankosal, Secretary of State of Ministry of Public Works and Transport (MPWT) and Mr. Tanaka Kotaro, Senior Representative of JICA Cambodia Office respectively. And also, officers of MPWT, General Department of Taxation (Ministry of Economic and Finance (MoEF)), General Department of Customs and Excise (MoEF), General Commissariat of National Police (Ministry of Interior (MoI)) and General Department of Identification (MoI), and JICA Experts headed by Mr. OTA Masaya, Chief Advisor of the Project attended the meeting.

The objective of the 3rd JCC meeting of the project is to review the achievement of the project up to now and to get an approval of the future's activities. The activities which JICA experts have proposed in the meeting are as the follows:

IT

• Report some progress of Short term strategy
  - Application1: Set the interface specifications for information sharing
  - Application2: Conduct the security diagnosis
  - Human Resources: Suggest operational rules for online application system
  - IT Infrastructure: Suggest system infrastructure requirements
  - Short-term Support of IT equipment: Provide the IT equipment on short-term strategy
• IT roadmap
  - Future Plan: Request for establishment of the new data center, development of application and capacity building for IT staff

Vehicle Registration (Concrete improvement activity)

• To make vehicle registration info accurate: Campaign to correct info registered in past, Deregistration system by authority, And, introduce Prakas, guidelines, checklist, etc.
• To avoid reselling vehicle before completion of repaying loan: add loan info and user name into vehicle registration.
• To share registration info: start info sharing with related ministries.

Vehicle Inspection (concrete Improvement activity)

• Standards for Equipment, Inspectors: Set technical standards for inspection equipment and standards for inspectors.
• Equipment Management System: Introduce a management system of Equipment. Introduce Prakas, guidelines, checklist, etc.
• Checklist of Visual Inspection: Deriver a checklist for prioritized inspection items.

The next JCC Meeting will be held in June 2018.
