The 4th JCC meeting of Project for Modernization of Vehicle Registration and Inspection Administration System

On 6th June, the 4th JCC meeting (Joint Coordination Committee meeting) of JICA's technical cooperation, "Project for Modernization of Vehicle Registration and Inspection Administration System" was held in Phnom Penh hotel, represented by H.E. Tauch Chankosal, Secretary of State of Ministry of Public Works and Transport (MPWT) and Mr. Tanaka Kotaro, Senior Representative of JICA Cambodia Office respectively. And also, officers of MPWT, General Department of Taxation (Ministry of Economic and Finance (MoEF)), General Department of Customs and Excise (MoEF), General Commissariat of National Police (Ministry of Interior (MoI)) and General Department of Identification (MoI), and JICA Experts headed by Mr. OTA Masaya, Chief Advisor of the Project attended the meeting.

The objective of the 4th JCC meeting of the project were to share the achievement of the project and to get an approval of the 3rd training in Japan. The achievements which project members have reported in the meeting are as the follows:

Vehicle registration

  • Draft the vehicle registration guideline and checklist for staff of GDLT/DPWT and dealers.
    Regarding the guideline for staff of GDLT/DPWT, the following items were explained especially in detail.
    • Transfer ownership
    • Deregistration
    • Management of user information and owner information, including loan
    • Improvement of accurate new registration, ownership transfer and deregistration
  • Proposal of the campaign of ownership transfer

Vehicle inspection

  • Draft the vehicle inspection guideline and checklist for staff of GDLT/DPWT and private inspection companies.
  • Renewal of Prakas in accordance with the vehicle inspection guideline.
  • Conduct three-days training for staff of GDLT/DPWT according to the vehicle inspection guideline.
  • Conduct one-day training for staff of GDLT/DPWT regarding the maintenance of vehicle inspection equipment.

IT

  • Set the interface specifications of external administrative organizations.
  • Conduct the security diagnosis of the online system.
  • Suggest IT infrastructure requirements.
  • Support introducing servers and middleware.
  • Suggest operational rules for online application system.
