1st Joint Coordinating Committe (JCC)

The 1st Joint Coordinating Committee of the Project for Implementation of Marine Aquaculture Seed Production Techniques was held at conference room of IFREDI in Fisheries Administration (FiA) on June 19, 2017. The participants were composed of His Excellency Eng Cheasan, Director General of FiA, Dr, Hav Viseth, Deputy Director General f FiA, Mr. Mam Sokdara, Director of MARDeC, and counterpart personnel of MARDeC, representative of Fisheries Cantonment Office and Fisheries Inspectorate Office in coastal zone as Cambodian side, and the Secretary of Japanese Embassy in Cambodia, the Technical Advisor in Aquaculture and the officer in Rural Development from JICA Headquarter, Chief Representative and Program Officer of JICA Cambodia Office, the experts for Project as Japanese side. The representative FAO Cambodia also participated. The total number of participants has reached 34 persons.

After the opening remark by Mr. Yuichi Sugano, Chief Representative of JICA Cambodia Office and H.S. Eng Cheasan, Director General of FiA, on behalf of the Project, Mr. Mam Sokdara, Director of MARDeC and Mr. Hamamitsu, Chief Advisor of the Project explained about Outline of the Project, Plan of Operation for three years, proposed indicators for Projevt Purpose and Overall Goal. After that, Mr. Takai, JICA Expert on Repair and Equipment explained the Schedule of Renovation and Issues of MARDeC Facilities.

After the explanation from personnel of Project, we entered Q&A session. We received many opinion ns and requests about how to be MARDeC and perspective for Project Purpose. As request and hope for MARDeC, following issues were remarked; to sell small size fingerling to secure space in the facilities, to promote investigation for seed production of new species, to contribute to appearance of small scale hatchery like neighboring countries. We had opinion from counterpart personnel it is necessary the completion of facilities repair work and stabilization of live feed production to achieve the indicators of project purpose of 300,000 fingerling production of seabass and 20% of survival rate till 8 cm fingerling, also other opinion indicated the importance of maintenance of facilities after completion of facilities.

About substantial agreement, we had the meeting in the afternoon after JCC between main member of Cambodian and Japanese side, additionally next day on June 20 the Management Orientation Mission from JICA Headquarter visited to MARDeC's facilities in Sihanoukville city to confirm the actual activities of the Project and facilities repair plan.
