Counterparts attended the Country-Focused Training: "Formulation and Management of Training Plan for Human Resource Development at Sub-National Administrations"

7 members from Training Department of General Department of Administration, Ministry of Interior, who are the project`s counterparts and centrally forwarding the project, attended the Country-Focused Training: "Formulation and Management of Training Plan for Human Resource Development at Sub-National Administrations" from 1st to 9th of March, 2018

Participants are establishing "Strategic Framework on Capacity Development of Civil Servants of the Ministry of Interior and Human Resources of Sub-National Level Administration" (CDSF) which is an important policy paper which indicates the policy of Ministry of Interior aiming capacity development of human resource, organization and system involving in local administration at central and local of the Kingdom of Cambodia.

They plan to establish CDSF and obtain approval (It is scheduled in June 2018) of management meeting of General Department of Administration, Ministry of Interior. Thereafter, they will establish "Five-Year Implementation Program" and "Annual Action Plan" in order to implement CDSF. Based on the above, this training is positioned as an opportunity to establish the draft of detailed plans getting knowledge regarding human resource training and other human resource development system. Simultaneously, participants conduct intense discussion to establish the draft of the detailed plans.

Additionally, preparation of establishment of National School of Sub-National Administration (NASLA) which is also indicated on CDSF, is one of affairs under the jurisdiction. Therefore, participants hope to get more latest information of facility scale and management situation of foreign training institutions for personnel of local government. It was expected that participants deepened their consideration regarding establishment of NASLA by visiting Sai-no-Kuni Regional Alliance for Human Resource Development at Saitama Prefecture and Local Autonomy College and getting knowledge from them through these visits.

In the afternoon on 1st of March when they arrived in Japan, Senior Advisor of JICA provided the lecture "Decentralization and human resource development in Japan" and the active questions and answers session time. Participants visited the above mentioned two training institutions on 2nd of March. They learned an ideal way of training at decentralization era, cooperative relationship between prefecture and municipalities, the way of training need assessment at Sai-no-Kuni Regional Alliance for Human Resource Development. Participant were very interested in that Local Autonomy College gave high priority to the training to make the officials who can think and judge by themselves through the case study, debate and so on. Participants thought that these training methodologies can be practical for Cambodia, especially when NASLA is fully established.

Participants discussed intensely about the detailed plans of CDSF and made the draft of it getting advices from Senior Advisor of JICA and Chief Advisor of the project and deepening the discussion during three days from 5th to 7th of March. There was a video conference between Tokyo International Center of JICA and JICA Cambodia Office to discuss the contents of the draft of the detailed plans of CDSF and confirmed the outcome of the training on 8th of March.

Henceforward, participants will establish the detailed plans of CDSF based on the outcome of the training as mentioned above.
