Counterparts attended the course on TOT

28 members from Training Department of General Department of Administration, Ministry of Interior, who are the project's counterparts of Cambodian side, attended the 4 days TOT workshop from 23rd to 26th of April, 2018. It was held at the Building I in the Ministry of Interior, presented and facilitated by the Chief Advisor of PCDTM. This workshop is followed by subsequent activities such as self-study, field work for writing cases, follow-up meeting, revising/developing the training module from May to August 2018.

The TOT course consisted of 4 modules: (1) Professional Trainers, (2) Design of Training Module, (3) Case Writing, and (4) Preparation for Field Work.

Module 1, Professional Trainers, was about the roles and the skills needed for trainers such as preparation of documents which are used before, during and after the training for the evaluation, as well as selection and appointment of internal and external trainers.

Module 2, Training Module Preparation, focused on the training management cycle which is Training Needs Assessment, Design/revision of training module, Delivery of training, Putting into practice by participants at their work place and training monitoring and evaluation of training and the capacity development of civil servants.

Module 3, Case Writing presented the case study content: situation, activities, and result, concept for case study consideration, and writing cases including type of case study, method for identifying the case study topic, steps for writing cases, and case study's facilitation.

Module 4, Field Work Preparation for writing cases for case study, provided the knowledge related to the case study checking: the confirmation of the purpose and topic, scope of case study and target group, data collection, and story creation. Also, the participants learned how to create the study plan for collecting the data from the local administrations and how to conduct the effective interview to get the meaningful data for writing case study.

Additionally, after the lecture of 4 modules, participants were divided into following three groups to write cases for case study:

  • Group 1: Case study for City/District/Khan governors' training course
  • group 2: Case study for Commune/Sangkat councilor's training course
  • group 3: Case study for Basic Training Course for new selected employees.

In this group work, each group prepared all the necessary tools especially questionnaires for collecting the meaningful data as well.

As a result of the TOT course, participants learned a lot especially how to write case study through focusing on the 5W 1H method along with how to create the questionnaires for actual data gathering for writing the case study. Based on the field visit schedule which was developed during the training, each group will visit the provinces to gather the data in May and June. Expectedly, participants will create the effective case studies as an additional training material for the courses on City/District/Khan Governors, Commune/Sangkat Council, and Basic Training Course for new selected employees.
