The 1st Joint Coordination Committee (JCC) was convened

Advisory mission from Japan

The PCDTM project has been set up to establish the Capacity Development Strategic Framework (CDSF)[1] in the first year of the project, then the details of the activities for Output 2 to Output 4 will be discussed based on CDSF. In this regard, after 1 year of the project implementation, JICA dispatched the advisory mission from 28th May to 1st June 2018 with the aim of;

(1) Confirming the progress of the project

(2) Discussing the details of the activities of the project

(3) Revising Project Design Matrix (PDM) and Plan of Operation (PO)

In the discussion with the counterpart, how the PCDTM project supports CDSF in order to strengthen the training management capacity of the Training Department (TD) was mainly discussed. It was concluded that the project aims to strengthen TD's capacity through support (1) to develop and revise the training module of the Basic Training Course and the Administrative Secretariat Course, (2) to nature the trainer of the above mentioned 2 training courses, and (3) to strengthen the coordination capacity for implementation of the Advanced Management Course.

Draft revised PDM and PO was agreed and signed at the JCC meeting

The first Joint Coordination Committed (JCC) of the project was convened on 31st May, 2018 chaired by. H.E. Mr. Prak Samoeun, Director General, General Department of Administration. A total 23 people were attended including Mr. Miura from the JICA Cambodia office, Dr. Takeda and Mr. Kimata from the Advisory mission from Japan, also representative of the ministry of civil service, and the national committee for sub-national democratic development secretariat (NCDD-S).

First, Mr. So Munyraksa made a presentation about the project's progress. He explained a series of activities for developing CDSF such as Training Needs Assessment, workshop for developing the draft CDSF, consultative workshop for exchanging opinions with related organization etc., by introducing some photos. Also the revised PDM and PO were explained.

After that, Dr. Takeda, Senior Advisor in Governance and mission leader of the advisory mission, made a report on the purpose of the advisory mission, the progress of the project and so on. In his report, the findings of the mission, main points of the revised PDM and PO, and way forward were explained briefly.

At the last, after exchanging opinions, the revised PDM and PO were agreed among the participants. The minute of meeting (M/M) was signed between H.E. Mr. Prak Somoeun and Dr. Takeda.
