Workshop for developing M&E framework

Training Department (TD), Ministry of Interior (MOI) is carrying out capacity development activities for MOI and Sub-National Administrations officials in line with the Capacity Development Strategic Framework (CDSF). The Monitoring and Evaluation (M&E) are important to track implementation and assess that CDSF is achieving set targets. M&E framework development workshop was organized on 21st June 2018, in response to PCDTM's continuous support, and 29 TD staff were actively participated.

During the workshop, a brief overview of M&E, such as M&E objective, M&E framework development process, monitoring and evaluation differences, and indicators were introduced by the Japanese expert. Then, a brief exercise on indicator was conducted that enabled participants to enhance practical understanding of indicator.

Moreover, the participants were divided into smaller groups to discuss achievement of each CDSF[1] strategy. Within their groups, participants revisited the outputs and activities of each strategy, and provided their ideas on optimal indicators. At the end of the allotted time, all participants reassembled to report on the results.

The workshop outcomes and suggestions will be used to further develop indicator and data collection methods, and incorporate into the M&E framework by TD members.

  • [1] CDSF consists of 6 strategies; (1) Improving the effectiveness of capacity development program, (2) Strengthening the monitoring and evaluation for capacity development program, (3) Improving research functions, (4) Strengthening human resource development functions, (5) Promoting the cooperation with stakeholders, and (6) Establishment of National School of Local Administration.
