Approval of Strategic Plan on Capacity Development

The Strategic Plan on Capacity Development for Civil Servants at Ministry of Interior and Human Resources at Sub-National Administrations (SPCD) is an important policy document which shows the principles of Ministry of Interior (MOI) for the personal and organizational capacity development and the institutional setting at the central and local administrations in Cambodia. It was signed and approved by Minister of Interior on 26 October 2018, after the examinations and discussions in the ministry.

Actually, the formulation process of the plan was already started in MOI or, in a more precise manner, in Training Department (TD) under General Department of Administration (GDA) of MOI as the project counterpart, prior to the beginning of PCDTM. After PCDTM started the operation, the contents of the plan did not only become more fulfilled and detailed based on the advice from JICA Expert (Chief Advisor) and Senior Advisor, but was also examined and coordinated with other policy documents from the viewpoint of consistency through the discussions with the relevant stakeholders from the Secretariat of the National Committee for Sub-National Democratic Development (NCDDS) and other governmental institutions. The main series of activities conducted by PCDTM were as follows:

Implementation of Training Needs Assessment

The Training Needs Assessment was implemented to collect knowledge and capacity that the person-in-charge thought insufficient and lacking at work as the training needs, based on recognition of the gap between the capacity to fulfill roles and responsibilities and the one acquired already, through the self-evaluation and the hearings at interviews from the target personnel.

Support for Formulation of Draft Capacity Development Strategic Framework

Based on the results from the study on relevant laws and regulations and the Training Needs Assessment, TD drafted the Capacity Development Strategic Framework for Civil Servants at Ministry of Interior and Human Resources at Sub-National Administrations (CDSF). (Note: This title was the previous one before it was finally changed to the strategic plan or SPCD.) For the purpose of consulting the draft with the stakeholders on the decentralization and de-concentration reform in the government, there were the workshop held twice, in November 2017 and February 2018. At the workshops, TD confirmed the purposes and the structure of the drafted capacity development strategic framework with the participants, also examined the consistency with other policy documents related to capacity development in the past with the participants, and added necessary modification.

In addition to that, the main participants for the workshops consisted of the representatives equivalent to deputy directors from departments under GDA of MOI, the relevant personnel of Human Resource Development Center (or Facility) established at the Capital and 24 Provincial Administrations, the relevant personnel of NCDDS. The total number of the participants was 61 persons for the first workshop and 73 persons for the second.

Discussions at Management Meetings

The contents of the draft CDSF were discussed three times at the management meetings of GDA on 19 March 2017, and 7 and 24 May 2018 and required to reword used Khmer words at each meeting. After the disruption period at work caused by the Sixth Legislature of Election of Members of National Assembly (also known as General Election) in 2018, the final draft of CDSF was discussed and approved at the management meeting of GDA on 11 October 2018 and submitted to Minister of Interior for approval.

In this connection, based on the approved contents of SPCD (2019-2023), TD will conduct specific and steady activities for capacity development of the civil servants at MOI and Sub-National Administrations from now on.
