Training Department (TD) that is the counterpart of PCDTM was newly established in 2014 under General Department of Administration after the organizational restructure of Ministry of Interior (MOI). TD bears the roles and responsibilities to implement activities related to training and capacity development for human resource development at MOI and Sub-National Administrations. However, TD was only provided the training room in a building of MOI and the equipment of the room was hardly installed.

In fact, at the beginning of PCDTM, the room had neither desks nor chairs sufficient to conduct trainings in it and therefore, forced the participants to sit on the floor, in conducting the trainings (See Photo 1). In addition, a construction work was started just behind the training room, which often led the progress of the conducting trainings and meetings to be stopped in the middle by the noise from the construction site against the TD's will.

In this connection, TD requested PCDTM to support the equipment provision at the training room after TD tried but failed to acquire the additional budget from MOI for improvement of the situation of the room. In response to this request, PCDTM admitted the necessity from the point of view to implement quality trainings efficiently and effectively and supported the installation as mentioned below:

After a series of equipment installation, the training room became utilized more often to conduct trainings such as the Initial Training Course and the Administrative Letter Writing Course. It also becomes a venue for a monthly meeting of TD, workshops, group discussion etc., which could contribute to the development of the organizational capacity (See Photo 7).
