Dissemination Workshop on Prakas and Strategic Plan on Capacity Development

The Dissemination Workshop on Prakas on Capacity Development for Civil Servants at Ministry of Interior and Sub-National Administrations and Strategic Plan on Capacity Development for Civil Servants at Ministry of Interior and Human Resources at Sub-National Administrations (SPCD) was convened on 24 December 2018 in Phnom Penh, with opening speeches of H.E Mr. Sak Setha, Secretary of State, Ministry of Interior and Mr. Kotaro Tanaka, Senior Representative, Japan International Cooperation Agency (JICA) Cambodia Office.

For the workshop, 105 people gathered and consisted mainly of Deputy Governors and Human Resource Management Division Directors from the Phnom Penh Capital and 24 provinces, and other stakeholders from the central ministries and institutions.

The main objectives of the workshop were (1) to present the Prakas and SPCD that were approved on 26 October 2018 to the participants, and (2) to accelerate their preparation through discussions on their roles and responsibility to implement the Prakas and SPCD.

In this connection, at the workshop, there were presentations on the Prakas and SPCD conducted by Director of Training Department in the morning; and group discussion for actions on implementation of the Prakas and SPCD held in the afternoon, after forming the small groups of the participants. At the presentation of the discussion results, among the challenges raised by the sub-national administrations (SNAs), the main obstacles for SNAs were the limited human and financial resources. To deal with this, the technical support and the program budget package from the central government to support the human resource development at SNAs as in the Prakas and SPCD were pointed out as the solutions.

Acknowledging the Prakas and SPCD officially approved as not only an important milestone for the human resource development in the decentralization and deconcentration reform but also an achievement of the activities of PCDTM, PCDTM will continuously support Training Department, for instance, on developing the implementation guideline of the Prakas and SPCD and the monitoring and evaluation framework of SPCD for assurance of the steady implementation of SPCD in reality.
