Compilation of Statute Book on Local Governance

It is the basic principle of the public administration in the countries ruled by law that the administration is managed based on the legal documents. The civil servants, whether at the central or local level, must engage their duties with full of understanding on the relevant laws and regulations with the duties as the basic information in an organized manner.

The principle is also applied to the civil servants in Cambodia. However, their working condition in Cambodia is unlike to Japan. The laws and regulations are not systematically stored in the database and the domestic publishing companies rarely issue and sell statute books. It leads to create the current situation in Cambodia where the civil servants face difficulty to access the laws and regulations on their duties and organizations necessary at work.

In order to change the status quo, PCDTM conducted an activity to collect the necessary laws and regulations for the civil servants at their working paces in Ministry of Interior (MOI) and Sub-National Administrations (SNAs) and compiled them as the statute book. The book is composed of the total 79 legal documents on the local governance beginning with the constitution and the Decentralization and De-concentration Reform.

Furthermore, PCDTM disseminated 920 copies of the statute book to the relevant departments of MOI, and Governors, Deputy Governors and Administration Directors of all the administrations at the capital, province, district, municipal, and khan levels nationwide. In addition to that, the compiled 79 documents are uploaded to the website of General Department of Administration (GDA) and also shared through the Facebook page of Training Department under GDA, for their easy access (https://www.facebook.com/training.interior).

The statute book will be utilized as reference not only at daily work in MOI and SNAs but also at training which Training Department will conduct. PCDTM expects that the statute book makes the civil servants deepen knowledge and understanding on the laws and regulations, and strengthen their awareness for the public administration and management ruled by law through the compilation and dissemination.
