Project Purpose

The capacity of TD to provide training for the personnel of local administration-related departments of MOI and Sub-National Administrations (SNAs) is enhanced.

Overall Goals

Position-based training courses on the Strategic Plan on Capacity Development for Civil Servants at Ministry of Interior and Human Resources at Sub-National Administrations (SPCD) are carried out at the National School of Local Administrations (NASLA) based on the capacity of the Training Department (TD) for training provision.

Outputs

  1. SPCD and Annual Training Plan are established and revised based on training needs assessment of the personnel of local administration-related departments of MOI and SNAs and policy priorities.
  2. Modules of selected position-based training courses such as training schedule, teaching materials, allocation plan of trainers, lecture guidance, selection criteria of trainers, and so on are developed based on SPCD.
  3. Trainers selected from the human resources of MOI, mainly from the staff of TD are trained to implement position-based training courses for MOI and SNAs.
  4. Coordination capacity with other relevant institutions and individuals for implementation of position-based training courses is developed.

Project Activities

In relation with Outputs 1

1.1 Clarify statutory roles and responsibilities of the personnel of local administration-related departments of MOI and SNAs and analyze skills required for them.
1.2 Conduct a capacity needs assessment of the personnel of local administration-related departments of MOI and SNAs.
1.3 Identify training and other capacity development support provided for the personnel of local administration-related departments of MOI and SNAs.
1.4 Set up and revise periodically the training management database which gathers the information on trainees, trainers, and monitoring and evaluation of position-based training courses.
1.5 Develop the draft SPCD and its action plan based on the results of the above activities 1-1 to 1-3, as well as financial capacity and manpower of TD
1.6 Consult with relevant departments of MOI and other government institutions in the course of the SPCD development.
1.7 Consult with the personnel of local administration-related departments of MOI and SNAs on the draft SPCD and its action plan.
1.8 Finalize the draft SPCD and its action plan based on the results of the above consultations.
1.9 Prepare the Annual Training Plan. (Based on the implementation result of the formulated Annual Training Plan, the action plan for the following year will be prepared.)
1.10 Formulate the monitoring and evaluation framework of SPCD.
1.11 Formulate the Technical Manual for Implementation of Prakas on Capacity Development for Civil Servants at MOI and SNAs.

In relation with Outputs 2

2-1. Identify the competency* for the target positions of the selected position-based training courses
2-2. Formulate the modules of position-based training courses, especially the textbooks, for the Basic Training Course and the Administrative Secretary Course, which are planned in the Annual Training Plan.
2-3. Carry out the studies for case writing and teaching which are included in the position-based training materials.
2-4. Conduct position-based training courses with the training course modules which are designed under Activity 2-2, according to the Annual Training Plan.
2-5. Carry out the monitoring and evaluation such as trainees' evaluation, trainers' evaluation, monitoring trainees' situations to apply training results on the position-based training courses mentioned at Activity 2-4.
2-6. Revise the modules of position-based training courses for the next implementation based on the results of the evaluation mentioned at Activity 2-5.

In relation with Outputs 3

3-1. Identify the necessary number of trainers to implement position-based training courses in activities for Output 2 and prepare the list of potential trainers for each training course.
3-2. Conduct activities for capacity development of the trainers' candidates of MOI on topics for position-based training courses.
3-3. Conduct activities for capacity development of the trainers' candidates on MOI on teaching method.
3-4. Feed back the results of evaluation from trainees and other stakeholders to trainers.
3-5. Prepare the curriculum and materials of the Training of Trainer (TOT).

In relation with Outputs 4

4-1. Specify the trainers' candidates for the Advanced Management Course.
4-2. Design the Advanced Management Course
4-3. Implement the Advanced Management Course in coordination with the other relevant individuals and institutions.
4-4. Make the list of the trainers for the Advanced Management Course
