Background

In Cambodia, the provision of health services has improved in both quality and quantity compared to the early 1990s after the civil war, particularly in Phnom Penh. As a result, major maternal and child health indicators such as maternal mortality ratio and under-five mortality rate have improved dramatically. On the other hand, the number of health facilities, including the hospital beds, and health workers have not reached the level required to achieve Universal Health Coverage (UHC) as indicated by the World Health Organization (WHO). The shortage of human resources is particularly acute in public health facilities. The number of medical doctors per 10,000 population is 1.4, and the number of nurses/midwives per 10,000 population is 9.5. These are significantly less than the average for low- and middle-income countries in the East and Southeast Asia region (9.0 doctors and 19 nurses/midwives in 2018). In addition, there is a significant gap between urban and rural areas. Therefore, particularly in rural areas, securing human resources for health care and improving the quality of services are urgent issues.

Japan has supported the health sector in Cambodia focusing on health system strengthening to achieve UHC by 2030. In order to reach UHC, improving quality of health care and access to health service are essential. Therefore, Japan addresses these prioritized issues by technical cooperation projects focusing on maternal and child health, and health workforce strengthening as well as by grant aid projects aiming at improving health care by rehabilitating health facilities and upgrading medical equipment. This project could contribute to human resource development through strengthening in-service training system for nurses, who play an important role in providing health care services in the country.

The Overall Goal

In-service training system for nurses is established independently to improve the competency of nurses.

Project Purpose

In-service training system for nurses is strengthened.

Output

  1. National guideline for in-service training for nurses based on competency is developed.
  2. In-service training plan (which describes the subjects to be studied in in-service training and what is included in those subjects) and in-service training curriculum based on the national guideline are developed.
  3. Prioritized new training courses are conducted in Cambodia and in the pilot provinces depending on the training methodologies (online, face-to-face, practical training and on the job training)
  4. The monitoring system for the operation of the in-service training is established.

Project Activities

1-1 Form a steering committee as a decision-making body for developing an in-service training system. (Leader: HRDD, Members: HSD, CCN, CAN)
1-2 Conduct the need assessment of in-service training in public sector and summarize the results. (HRDD/HSD)
1-3 Develop a national guideline for in-service training for nurses. (Leader: HRDD, Members: HSD, CNN and CAN)
2-1 Form a technical working group (TWG) for developing the in-service training plan and a sub technical working group (Sub TWG) for developing the in-service training curriculum. (TWG Leader: HSD, Members: HRDD,CAN and CCN)(Sub TWG: depends on the subject.e.g.HSD,CAN,PHD,PH,RTC)
2-2 Develop in-service training plan based on the national guideline for in-service training for nurses. (TWG)
2-3 Develop in-service training curriculum for each subject based on the national in-service training plan (Sub TWG)
2-4 Identify high-priority training subjects and courses, and select training methodology suitable for each course. (Online, face-to-face lecture, practical training and on the job training) (TWG)
3-1 Form a training management team (TMT) for implementing new training courses.(TMT: depends on the courses, e.g. HSD, HRDD, CAN, CCN, PHD, PH, RTC, National Program, National Hospital)
3-2 Decide on new training courses to be implemented and prepare for its implementation. (development of teaching materials, application for CPD and provision of equipment and materials) (TMT)
3-3 Develop Training of Trainers (ToT) system and implement ToT nationwide for conducting the practical training and OJT. (HSD)
3-4 Implement new online training courses for nurses nationwide. (TMT)
3-5 Implement face-to-face lectures, practical training courses and OJT in pilot provinces. (TMT)
3-6 Develop a monitoring tool for in-service training courses and conduct monitoring using the tool after each training course. (TMT)
4-1 Conduct monitoring of the overall operation of the in-service training plan. (HRDD, HSD, CCN, CAN)
4-2 Monitor the implementation of training for pilot provinces and take action to resolve as necessary and discuss measures who are not able to receive in-service training courses. (HRDD, HSD, CCN, CAN)
