On May 2-3, 2023, a total of seven project counterparts (C/P), including Deputy Governor Yun Linne from the Siem Reap Provincial Administration and Deputy Mayor Lim Phall from the Siem Reap City Hall, accompanied a field survey in Sra Kram pilot area as a part of the pilot project for improving waste collection and transportation in Siem Reap City. The survey was led by the JICA expert team in cooperation with a local waste collector, Gaea.
The survey is generally called "Time and Motion Survey (T&M Survey)", to track waste collection vehicles and to assess and improve the implementation and technical aspects of collection operations. The group observed the JICA expert team conducting the survey by tracking waste collection vehicles and recording the time required to load and unload waste at each collection point and at the final disposal site.
After the survey, the group had a discussion regarding the issues in improving waste management in Siem Reap City. In the meeting, Deputy Governor Linne commented that "I understood the difficulties encountered in waste collection through the visit. We would like to receive feedback so that we can cooperate with relevant stakeholders to solve the problems". Responding his comment, General Manager of Gaea pointed out that the issues in waste collection and transportation are such as low fee collection rate and the lack of enforcement of waste disposal rules to residents, and both parties confirmed that discussions will continue on a regular basis.
It is expected that the survey result and the analysis of GPS logger data obtained by vehicle tracking will help the Siem Reap C/P to better understand the actual situation of waste collection and transportation in Siem Reap City, and to explore ways to resolve the issues.
