Project for Improving Science and Mathematics Education at Upper Secondary Level (ISMEC)

Overall Goal

Formulation of the mechanism for regular re-evaluation and revision of curriculum and textbook at upper secondary level

Purpose of the Project

Establishment of the system in MoEYS fro science and mathematics curriculum and textbook development at upper secondary level

Outcomes of the Project

  1. Formulation of the draft plan for upper secondary level's science and mathematics curriculum and textbook development process in MoEYS
  2. Regimentation of the Working Group for each subject's curriculum development
  3. Development of the new curriculum
  4. Completion of the draft textbook and teacher's manual with improved quality

Project Activities

1-1Implementation Committee (IC) collects and analyzes the information about the MoEYS's previous process for curriculum and textbooks development
1-2IC holds the workshops for confirming the plan for development of curriculum, textbooks and teacher's manuals
1-3IC tries out the development process through the Project period
1-4IC makes recommendations on the development process based on the results of trials
2-1IC develops the criteria for selecting Working Group (WG) members
2-2IC selects the members of WGs
2-3WG for writing the curriculum of each subject (mathematics, physics, chemistry and biology) develops its work plan
3-1IC organizes the seminars and workshops on curriculum development for WG members
3-2WG reviews the current curricula
3-3WG analyzes the foreign curricula
3-4WG drafts the curriculum in Japan
3-5WG consults the relevant stakeholders on the draft curriculum at school level
3-6WG consults the relevant stakeholders on the draft curriculum at MoEYS level
3-7The new curriculum is authorized by MoEYS
4-1WG reviews and analyzes the current textbooks and teacher's manuals
4-2IC holds seminars and workshops on textbook and teacher's manual development
4-3WG acquires knowledge on how to handle the copyright issues in Japan
4-4IC sets up the editorial policy for textbook and teacher's manual
4-5Textbook writers develop the draft textbook and teacher's manual
4-6Textbook writers try out the selected chapters of textbook and teacher's manual
4-7Textbook writers revise the draft textbook and teacher's manual based on the comments from piloting schools

Input from Japanese side :

  • Dispatch of Experts : Team Leader, Deputy Team Leader/Textbook Development and Curriculum Development (Mathematics) Adviser, Deputy Team Leader/ Textbook Development and Curriculum Development (Science) Adviser, Textbook Trial Monitoring and Evaluation Adviser, Mathematics Education Adviser, Physics Education Adviser, Chemistry Education Adviser, and Biology Education Adviser
  • Training : Curriculum Development(12 persons × 2 months)
  • Machinery and Equipment : Computers, printers, and etc

Input from Cambodian side :

  • Counterpart personnel costs, project office and its maintenance costs, expenses related to editing, achieving an approval from MoEYS and copy right for textbook, and running cost for IC and WG
