Training programs for young leaders in the area of the Governance/Legal and Judicial Development/Legal System Development was held in Japan.

On 3 December 2009, 9 officials who participated in the "training program for young leaders" in Japan from 16 November to 2 December returned to Cambodia. Officials among the participants who were selected based on allocated space for the Ministry of Justice were the Director of Legislation Department, the inspectors and officials of the Ministry and the officials from the Appeal Court.

The "training program for young leaders" is a scheme to improve the knowledge and skills on how to resolve problems by providing the basic training through feedback from Japanese experience and techniques in the area of specialization of the young resources to bear the responsibility in its nation-building.

This year, the training program targeted the area of Governance/Legal and Judicial Development/Legal System Development as well as Education in Cambodia. In the training of the Governance, 19 people joined from the Council of Legal and Judicial Reform, the Bar Association of Cambodia and other institutions, other than the officials from Ministry of Justice. In the training program, they learned the progress of legal system, the Supreme Court system, arbitration and conciliation system, Constitution, the Civil Code, the Code of Civil Procedure, law on intellectual property, and the labor law, etc. and also visited many sites.

The nine officials who were selected to represent the Ministry of Justice will hold a seminar to disseminate what they learned in the program to the other young officials in the Ministry of Justice.
