Signing Ceremony on the Minutes of Meeting (M/M) between JICA Mid-term Review Team and Ministry of Justice

JICA conducts "mid-term review" and "terminal evaluation" for the ongoing projects. Mid-term review is conducted at the mid-point of technical cooperation projects that have a project period of more than three years. The Mid-term Review Team examines the progress of project activities and the prospects for achieving the project purpose, from the point of the efficiency and relevance among the Five Evaluation Criteria (Relevance, Effectiveness, Efficiency, Impact, and Sustainability). Based upon its results, the project design may be revised or the operation structure strengthened if necessary.

Our project was also examined by Mid-term Review Team from 17 February to 5 March 2010. The team interviewed the members of the Committee, drafting groups, long-term experts as well as the concerned donors. Then the team discussed with the Ministry of Justice, the counterparts of the project, and finalized the results of its review as a Minutes of Meeting (M/M). On 4 March the M/M was signed by His Excellency Ang Vong Vathana, Justice Minister and Mr. Mori Senya, Head of the team, Deputy Director General (Governance Group), Public Policy Department, JICA.

In the Minutes of Meeting, the team, upon subsequent survey reviews and discussions, confirmed that our project had made steady progress and had been producing tangible results. It also stated that the project purpose would be achieved as long as several issues were properly addressed during the remaining term of the project. The team provided a few recommendations to ensure ongoing progress of the project activities. The Ministry of Justice and long-term experts of the project are going to discuss the concrete remedy of the recommendation.
