The Second Seminar on the Civil Code

MOJ and JICA co-organized the second seminar on the Civil Code from Sep. 9 to 16, 2011, following the first seminar in August. The Chairperson of the Japanese Advisory Group on Civil Code, which has been supporting the drafting of the CC for a long time, was invited as a lecturer to this seminar aiming to disseminate the new Civil Code as well as the first seminar since the application of the CC is coming in December this year.

Judges from all over Cambodia, officials from Ministry of Land Management, Urban Planning and Construction, officials of MOJ, lawyers and students attended the seminar for 6 days.

In the beginning of the seminar, there was a lecture titled as "Reconstruction of Society of Cambodia and Development of Legal and Judicial System", and the lecturer explained history and episode of drafting the new CC; how hard and eagerly the WG members of both Cambodia and Japan discussed and drafted the CC considering Cambodian customs, the status of the society and the tide in international community.

In the beginning of the lecture on the CC, the explanation on the whole structure of the CC was provided to help understanding of the CC, which is often said to be difficult because it has many articles. After that, the lecturer explained important points and basic concepts of sale, lease and loan for consumption which are very common and frequently used in daily life, using cases. Participants strained their ears for the lectures and asked many questions based on the actual cases of Cambodia.

One more seminar before the application of the CC is scheduled in November which will feature other remaining important topics.
