The Royal Government of Cambodia is implementing legal and judicial reforms, positioning "good governance" as a central objective of its political strategy in order to establish "the rule of law". In response to the request of the Royal Government of Cambodia, the project has been assisting the drafting of fundamental laws such as the Civil Code and the Code of Civil Procedure through collaborative work between Japan and Cambodia since 1999. This "collaborative method" introduced by the project has been highly evaluated by the Royal Government of Cambodia and other donor institutions. Therefore, this approach was later adopted by some of the other donor projects supporting the drafting of laws. In phase 3, which started in April 2008, we aim to promote further dissemination of the new Codes, to draft the necessary laws which are necessary to execute the Civil Code and the Code of Civil Procedure and to support capacity development of the Ministry of Justice to draft laws by themselves.
