The Government of the Republic of Djibouti emphasizes its focus on the improvement of maternal and child health in the National Health Development Plan (PNDS) aiming at reaching Millennium Development Goals 4, 5, and 6. As a result of its effort to tackle the challenges around maternal and child health, the related indicators, such as under five mortality rate, have gradually improved. However, especially maternal mortality ratio still remains as a challenge (200 deaths per 100,000 live births in 2010, reported by WHO) and there is an urgent need to improve the situation around mothers.
One of the crucial issues is the lack of the capacity and the confidence among midwives, who play a major role in maternal and neonatal care due to insufficient number of the doctors in Djibouti. Although in-service training for midwives has been conducted by the Ministry of Health (MOH) supported by development partners, it is necessary to re-organize the in-service training to enhance the necessary competency of midwives in Djibouti. Also, even though midwives have some opportunities to take in-service training, they still face many challenges while on duties since the follow-up of the training is not systematized for midwives to retain their knowledge and skills to provide the appropriate care.
Under this circumstance, the Government of Djibouti has requested the technical cooperation from the Government of Japan for the capacity development of midwives.
Women's health at the perinatal stage in Djibouti is improved.
Appropriate maternal and neonatal care is provided by midwives at the health facilities.
