Start of the Project

First (1st) Field Work for the Project for the Capacity Development of Road Works in Timor-Leste (CDRW) has been started in July 2, 2010. The Project will be carried out for the period of around three (3) years. The Project aims to make roots of outcomes of The Project for the Capacity Building of Road Maintenance in Timor-Leste (CBRM) which was carried out from June 2005 to March 2008. Required works to maintain and repair roads and restore roads damaged by disasters should be systematically executed by Directorate of Road, Bridge and Flood Control (DRBFC) and Institute of Equipment Management (IGE) under Ministry of Infrastructure (MOI).

In order to aim the more capacity development for road management, equipment management system and to make roots of the systematic management in DRBFC and IGE, the repeating On the Job Training (OJT) will be executed by CDRW during around three (3) years. Technical seminar and orientation to the staff will be done at proper time when required.

CDRW has been executing internal meetings with DRBFC and IGE and training for updating work for road maintenance database and equipment management database, etc.

The First (1st) Joint Coordinating Committee Meeting

The First (1st) Joint Coordinating Committee Meeting (JCC-1) for CDRW was held by the chairman, Minister of Ministry of Infrastructure, Project Director of CDRW on July 19, 2010. Main agenda for the meeting was Draft Inception Report which was submitted on July 5, 2010 by CDRW, and concept of the Project activities.

Draft Inception Report was accepted by JCC and the following matters were confirmed at the meeting:

  1. Constitution of Project Director and Project Manager for CDRW will be reported in writing by MOI.
  2. Activities of CDRW aim to make roots of management cycle for road maintenance and equipment management in DRBFC and IGE with mainly OJT activity.
  3. Budget for the Case Study will be secured in Public Works Division in MOI. CDRW will decide the site for the case study in cooperating with DRBFC and IGE.

No.1 Technical Working Group Meeting (TWG-1)

Technical Working Group of CDRW consists of Director General of Public Works under MOI, Project Manager of CDRW, Directors of DRBFC and IGE, main C/P staff, and Experts of CDRW. No.1 TWG meeting (TWG-1) was held on August 12, 2010.

At this meeting, past one month activities of CDRW from start of 1st field work and next two month schedule of CDRW activities were reported by Experts. Active discussions have been hold based on expert presentations.

Confirmed matters at this meeting are as follows:

  1. Appointment staffs by DRBFC who will care specially road maintenance database to be trained from September 2010.
  2. Big problems during long periods (more than 30 years) in Timor-Leste that roads in the country have been damaged by land sliding due to heavy rain. Countermeasures to rehabilitate the damaged roads.
  3. Selection of the case study site of CDRW at around 8 km point on A01 where the road was damaged by land sliding. Confirmation of the budget allocation for the case study by DRBFC.
  4. Appointment the staff by DRBFC who will be in charge of planning and design at the case study site to be trained from middle of September 2010.
  5. Problems of budget for IGE and future figures of IGE organization.
  6. Confirmation of re-painting of Km posts by DRBFC to execute proper management of road maintenance.
