Project Activities as of November 2010

No.1 Technical Transfer Seminar (TTS-1)

No.1 Technical Transfer Seminar of CDRW was held on September 17, 2010 under Secretary of State for Public Works, Ministry of Infrastructure (MOI). The Seminar was televised on the news of 20:00 p.m., September 20, 2010, Timor TV (TLTV). Articles as to the Seminar were carried on Timor Post of October 01, 2010.

On the above seminar, counterpart personnel of CDRW presented as to the activity plan of CDRW, the outline of road maintenance database, management system for IGE’s equipment, and accordingly, questions and answers proceeded. Participants on the seminar were around 40 persons consisting of Secretary of State and Director General of Public Works, MOI, main staff of DRBFC and IGE, ADB staff, JICA Experts, etc.

No.2 Technical Working Group Meeting (TWGM-2)

Technical Working Group Meeting for CDRW consists of Director General (DG) of Public Works, DG of Transport/ Equipment/ Communication under MOI, Director and main staff of DRBFC and IGE, and CDRW Experts. This No.2 Technical Working Group Meeting (TGWM-2) was held on October 25, 2010.

No.2 Technical Working Group Meeting

At this meeting, review of TWGM-1, equipment supply planned by JICA after 2nd Field Work of CDRW, activities achieved and planned on CDRW, questions and answers were discussed.

The following issues were confirmed at this meeting:

  1. Updating of the road maintenance database has been doing by selected staff of DRBFC. Road condition survey on national roads (around 1,360 km in total) has been completed more than 80%.
  2. Case study site has been already decided at Fatuahi area on 6.7 km of A01. Basic design and planning work for rehabilitation of the site, where is seriously damaged by debris flow due to land sliding, is being executed by the selected staff of DRBFC in cooperation with CDRW expert.
  3. Implementation methods for the rehabilitation works at the site as a Case Study will be discussed later after finalizing of basic design between Director of DRBFC, IGE, relevant staff, and expert of CDRW.
  4. Re-painting work for Km posts set in 2005 along national roads is continuously taken note by DRBFC.
  5. Kinds and numbers of equipment to be supplied by JICA for routine road maintenance works are accepted with no-objection at this meeting. “Draft Planning Report for the Equipment Supply” will be submitted to DRBFC, MOI on early November 2010 by CDRW.
  6. Unit price of rehabilitation works on the case study site will be shown by DRBFC. Cutting big trees, shifting of electrical poles and land acquisition/compensation for the case study site, when required, will be cared by DRBFC in early stage for implementation of rehabilitation works at the case study site.
  7. IGE will solve his own problems one by one and step by step as to equipment management system. Now, almost all activities of equipment of IGE have been carried out in rural development, especially rehabilitation/improvement works of district and rural roads in cooperation with DRBFC.
