Project Activities as of February 2011

No.3 Technical Working Group Meeting (TWG-3)

No.3 Technical Working Group Meeting (TWG-3) was held on January 21, 2011, which was chaired by Director General, Public Works, MOI (Project Manager).

Main agenda was a review of TWG-2 and activities and future schedule of CDRW.

After presentation by CDRW Experts, active questions and answers proceeded. The following matters were confirmed at the meeting:

  • Road condition survey has completed on 100 % of national roads and data input will be completed by the end of January 2011.
  • Budget planning for repairing works for national roads is presented in "Maintenance/ Repair Plan Report".
  • Basic plan, cost estimation and construction schedule for the Case Study were completed by C/P in cooperation with Experts, which Planning Report was already submitted.
  • DRBFC/ MOI decided the implementation for repairing works at the Case Study site would be a part done by In-house works and a part done by a Private Contractor. Now, pre-construction stage for repairing works is very important and urgent required work by DRBFC.
  • New construction equipment, which is purchased by the Government of Timor-Leste, will be arrived in February to March 2011. The equipment will be managed by IGE.

No.2 Joint Coordinating Committee Meeting (JCC-2)

No.2 Joint Coordinating Committee Meeting (JCC-2) was held on February 21, 2011 as to activities results in 1st Field Work and schedule in 2nd Field Work of CDRW. The meeting was chaired by Secretary of State, Public Works, MOI

Participants for JCC-2 were Secretary of State for Public Works, MOI, Director General of TEC, Director of IGE, Representatives of C/P staff of DRBFC/ IGE, ADB T/A Team, JICA TL Office and etc. After presentation of CDRW Experts, questions and answers proceeded. The following matters were confirmed at the meeting:

  • Acceptance against achievements in 1st Field Work and activity plan in 2nd Field Work of CDRW.
  • Importance to carry out road maintenance works by DRBFC himself based on the road maintenance database.
  • Necessity to increase staff numbers of DRBFC and consideration how to carry out the maintenance works efficiently.
  • Consideration to an action of IGE against the management of new equipment.

Completion of 1st Field Work of CDRW

First (1st) Field Work of CDRW was completed at the end of February 2011. Achievements in 1st File Work were summarized as follows:

  • To be carried out survey and inputting to the improved road maintenance database by DRBFC staff himself after training of CDRW
  • To present urgently required repairing costs for whole national roads in Timor-Leste (applox.1,400 km) based on the updated database, for respective national roads and for respective regional offices of DRBFC.
  • To select the site for the Case Study between DRBFC/MOI and CDRW, to plan the basic design and to make budget plan for the implementation in 2011.
  • To make an effort to input/ update the equipment management database by the staff of IGE himself according to the instruction of CDRW, and have a schedule to input the data for the new equipment to be purchased.
  • To publicize activities of CDRW with several kinds of seminars and meetings, and to share the information as to activities of CDRW not only MOI but ADB.

It is scheduled that 2nd Field Work will be started in early May 2011. CDRW will continuously make efforts to enhance the activities of CDRW to DRBFC and IGE based on the results/ achievements in 1st Field Work aiming the more capacity development to DRBFC and IGE staff during 2nd Field Work.
