Project Activities as of July 2011 (2nd Field Work)

Updating of Road Maintenance Database

(Updating of Road Maintenance Database)

Based on the road condition survey, road maintenance database was prepared in 1st Field Work of CDRW. It is required to update the database for the year of 2011. It is guided to DRBFC that updating work for the database should be carried out once a year after rainy season, and then this should be used in budget planning for the next year restoration works for national roads in Timor-Leste.

Orientation how to update the database was held on June 15 and 16. The updating work should be also examined whether the defect places registered in DB of 1st Field Work were restored or not.

The updating work has been started in the middle of July 2011 by the staff of DRBFC. CDRW intends to lead DRBFC as to the budget planning for restoration works in the next year on national roads by using the updating database.


Pre-construction Stage for the Case Study

Selection of restoration works as the Case Study was done in 1st Field Work discussing with MOI/ DRBFC. The site is located in near Dili, where the big land sliding was occurred and traffic was blockaded in many times. Traffic blockades due to land sliding have been occurred often at mountain side national roads in several decades in Timor-Leste.

PhotoPre-Bid Meeting (Case Study)

MOI/ DRBFC decided in January 2011 that the restoration works at the Case Study site would be executed by joint operation with In-house works and one private Contractor. However, with due consideration between DRBFC and MOI, it was finally decided that the restoration works would be executed by one Contractor.

Basic plan, detailed design was completed with a guidance of CDRW in 1st Field Work. Tendering work and land compensation work as the pre-construction stage for restoration works are now executing. Tendering work is now being completed and the construction works will be started in the end of August 2011. CDRW intends to lead DRBFC staff as to construction management like quality control, process control, etc. for the restoration works carried out by the Contractor.

No.3 Technical Transfer Seminar (TTS-3)

No.3 Technical Transfer Seminar (TTS-3) on CDRW was held on August 5, 2011 (14:00 – 17:30) with participants like Director General for PW, Director of DRBFC, Director of IGE, Director of DRD, Professors of UNTL, Regional Director of DRBFC, JICA staffs from Tokyo HQ and other counter parts personnel of DRBFC, IGE of around 40 persons.

The seminar was started with opening speech by Director General for PW and proceeded with the following agenda and presenter:

During the seminar, two times of questions and answers were held and many questions and discussions were realized at the seminar as to the above agenda. We hope that this seminar was very useful for knowledge of progress of CDRW activities and management of road works and equipment to participants.
