Outline of the Project

Aims of the Project

The Project aims to make roots of outcomes of the Project for the Capacity Building of Road Maintenance in Timor-Leste (CBRM) which was carried out from June 2005 to March 2008. Required works to maintain and repair roads and restore roads damaged by disasters should be systematically executed by Directorate of Road, Bridge and Flood Control (DRBFC) and Institute of Equipment Management (IGE) under Ministry of Infrastructure (MOI). Capacity development for a total management of road works is to be one of main purposes of the Project. And capacity development of the management for construction equipment under IGE to be used at construction sites is to be also one of main purposes of the Project.

Overall Goal, Project Purposes and Outputs for the Project

Overall Goal:Stable and sustainable smooth road traffic in Timor-Leste is secured.
Purpose of the Project:Technology and management capacities on road works by the Timorese (DRBFC, IGE) are enhanced.
Output 1:Road maintenance is timely and properly managed by DRBFC.
Output 2:Small scale construction works (including maintenance/repairs) are conducted with enough quality by DRBFC in collaboration with IGE through case study.
Output 3:The equipment at IGE is properly managed and maintained.

Scope of the Project

Scope of the Project is tabulated as below:

Present Condition of the Arterial Roads in Timor-Leste

Timor-Leste covers her territory at eastern part of the Timor Island and Oecussi which is an exclave in NTT of Indonesia, and offshore some islands. In the island, core mountains at the central area having around 3,000 m altitude runs at east-west direction. Thus the island is dominated by deep valleys and steep slopes in the mounting area.

The arterial road network covers whole in the country including flat plan of north and south sea coast area and mounting area in the central. Mounting roads are frequently blocked by land sliding and/or collapse of road banking.

There are 20 arterial roads, which are classified A-class roads (national roads), with around 1,360 km long in total. Including district roads, urban roads and rural roads, total length of roads in Timor-Leste is around 6,000 km. Following shows the outline of arterial roads in Timor-Leste.

Issues for the Project Implementation

Based on present road condition, issues for the Project implementation are summarized below:

Issue 1: Utilization of the previous project's outcomes

One of the important project purposes is to make roots of outcomes by CBRM in C/P agencies (DRBFC/IGE). System for the operation management for road works should be simple one taking into accounts of staff numbers and abilities of staff of DRBFC and IGE. Though the activities during CBRM aimed to the sustainability for systematic management in DRBFC and IGE, it is required more efforts to make roots outcomes of CBRM in both directorates. Activities during the Project implementation should be fully taken into accounts of experiences and lessons on CBRM.

Issue 2: Cooperation with other projects concerned

At present, several cooperation regarding to road works is on going in Timor-Leste. For example, "The Project for Construction of Mora Bridge" granted by Japanese Government and the other cooperation donated by ADB, AusAID and EU. Activities of the other cooperation and activities of the Project (CDRW) are not overlapped. It will be, however, required that CDRW should acknowledge cooperation activities by other donors and should cooperate with other projects. It is important to improve road works in Timor-Leste in cooperation with other projects by other donors.

Issue 3: Proper management as to road maintenance works

It is essential that project activities and outcomes by CDRW are sustained by DRBFC and IGE themselves. However, due to shortage of numbers of staff, shortage of car numbers and their busyness of daily work , road improvement, rehabilitation and maintenance works in Timor-Leste are not executed with priority basis and program basis. And also, many places of road conditions in the country are beyond the classification of road maintenance works, which conditions are required some improvement/ rehabilitation works. Therefore, it is important issue that the road works in Timor-Leste should be executed with systematic management within limited staff numbers of DRBFC.

Issue 4: Proper quality control and construction management

It looks that there are some problems between DRBFC and IGE to execute the emergency recovery works quickly due to complexity of leadership system for execution. Leadership is done by the Minister of MOI which controls DRBFC and IGE. And, due to shortage of staff numbers of DRBFC (especially Engineer class) comparing to necessary many road works in the country, even small scale maintenance/ rehabilitation works is done by small Contractors without proper control by DRBFC. Some capability shortages are found on DRBFC staff as to management and technical capabilities to control properly the Contractor. Their capability will be developed by on the job training (OJT) as a case study by CDRW for force account basis (direct management) road maintenance/ rehabilitation works. Their experiences of the case study will make roots on DRBFC and IGE.

Issue 5: Proper maintenance for the equipment of IGE

It looks that the mobility of IGE equipment is not quickly/ effectively exercised due to same reasons mentioned in above Issue 4. Therefore, activities of IGE staff including operators are limited on the basis of opportunity and period. And almost equipment of IGE granted by Japan Engineering Group (JEG) in 2004 is soon getting over their depreciation period. Due to the oldness of equipment, repairing work to be required by the mechanic of IGE is expected with more and more hard and high technology. In addition, due to less management and problems of computer, etc., the equipment management data basis is not fully used in IGE.

Basic Concept of the Project

For achievement of project purposes and outputs, the following five (5) basic concepts are set forth to the above five (5) issues:

Project Implementation Schedule

The Project will be carried out for the period of around three (3) years. In order to make roots of road management system and equipment management system, activities of CDRW will be executed repeatedly with OJT activities. Technical seminars or orientations will be carried out timely when required. Implementation schedule of the Project is presented as below:
