Project Name

The Project for Increasing Farmers Households' Income through Strengthening Domestic Rice Production in Timor-Leste

Overall Goal

Livelihood of farmers living in the project sites is improved through increase in income by improved rice production.

Purpose of the Project

Selected farmers household' income from rice produce in the project sites is increased through the improvement of value-chain (Production, Manufacturing & Processing, Distribution, and Sales/Consumption).

Outcomes of the Project

Output 1: Cultivation techniques for increasing rice production are improved in the project sites.
Output 2: Capability of operation and maintenance (O&M) for irrigation facilities is strengthened.
Output 3: Model(s) of domestic rice distribution/sales are prepared for the rice branded by the project.
Output 4: The rice purchasing/ distribution system of government is improved.

Project Activities

0-1 Design and conduct the baseline survey in first six months of the project for gathering detailed data/information required for the implementation of the project.
0-2 Help in functioning of the existing Rice Working Group for the implementation of the project.
0-3 Revise the project documents (PDM, Plan of Operation (PO), etc.) and get approval from the Joint Coordinating Committee (JCC).
0-4 Design and conduct the End-Line Survey for evaluating results of the project in last six months of the project.
1-1 Prepare the institutional strengthening and human resources development (HRD) plan for the National Directorate (ND) of Agriculture, Horticulture, and Extension of MAF.
1-2 Prepare extension plan for advanced rice cultivation techniques such as Improved Rice Cropping System (IRCS).
1-3 Design and implement advanced rice cultivation techniques training to staffs of MAF.
1-4 Select the targeted Sucos in the targeted rice bowl areas.
1-5 Organize workshops to select interested farmers for the participation in the targeted Sucos.
1-6 Prepare the cropping plan for each targeted Suco.
1-7 Implement pilot project(s) for advanced rice cultivation technique to selected farmers.
1-8 Improve advanced rice cultivation technique based on the result of 1-7.
2-1 Prepare the institutional strengthening and HRD plan for the ND of Irrigation and Management of Water Utilization of MAF.
2-2 Revise the O&M policy and O&M manual in accordance with the local conditions for managing the irrigation facilities.
2-3 Design and implement O&M training for the targeted municipality staff of irrigation.
2-4 Train the members of the water management groups (*1) for managing the irrigation facilities through trained municipality staff of irrigation in each project site as well as for the organization management.
2-5 Monitor and evaluate the O&M for irrigation facilities and organization management of water management groups (*1) and improve the O&M of irrigation facilities in each project site.
3-1 Prepare the institutional strengthening and HRD plan for the ND of Agro-Commerce of MAF.
3-2 Prepare model(s) of domestic rice distribution/ sales for the farmers for direct sales or sales through the private sector or through the MCIE, etc. in each municipality of the project.
3-3 Organize workshops for farmers, private sector, and MAF/MCIE staff to introduce prepared model(s) of domestic rice distribution/ sales for the each municipality of the project.
3-4 Design and implement trainings of farmers’ association management for rice marketing.
3-5 Design and implement marketing training and rice milling, processing, and packaging training to farmers, private sector and the staff of MCIE.
3-6 Pilot prepared model(s) of domestic rice distribution/ sales in each municipality of the project.
4-1 Prepare the institutional strengthening and HRD plan for the National Logistic Center of MCIE.
4-2 Prepare the rice storage management guidelines, standard operating procedures (SOPs), storage tracking system, and manuals for rice storage management.
4-3 Rehabilitate rice stockpiling warehouses in Dili and Tibar.
4-4 Implement 5S (Sort, Straighten, Shine, Standardize, and Sustain) training for rice storage management for the staff of the warehouses.
4-5 Implement the training for quality control from pests, molds and rats.
4-6 Analyze and improve current rice purchasing/ distribution system.
4-7 Implement purchasing/ distribution of stockpiled rice.
4-8 Prepare the government guidelines for the rice price stabilization based on the results of Activity 4-7.

Note: (*1) Water management groups are defined as the organization, such as Water Users Association, Farmers Group, traditional water management units, etc.

Input

Input by Japanese side:

(a) Dispatch of Experts

  • Chief Advisor
  • Agricultural Distribution and Sales
  • Project Coordinator
  • Stockpiling Rice Warehouse 5S Management
  • Irrigation Management / Water Management Groups
  • Rice Cultivation Techniques
  • and other necessary fields.

(b) Training

Trainings in Japan and/or in other countries.

(c) Machinery and Equipment

JICA will provide machinery, equipment and other materials necessary for implementation of the Project through mutual consultation within its budgetary limitations. The provision of equipment is limited to those which are indispensable for the Project.

Input other than indicated above will be determined through mutual consultations between JICA, MAF and MCIE during the implementation of the Project as necessary.

Input by Timor-Leste side:

MAF and MCIE will take necessary measures to provide the following at its own expense:

(a) Services of MAF and MCIE's counterpart personnel and administrative personnel as referred to in II-7;

(b) Suitable office spaces with necessary equipment;

(c) Supply or replacement of machinery, equipment, instruments, vehicles, tools, spare parts and any other materials necessary for the implementation of the Project other than the equipment provided by JICA;

(d) Information as well as support in obtaining medical service;

(e) Credentials or identification cards;

(f) Available data (including maps and photographs) and information related to the Project;

(g) Running expenses necessary for the implementation of the Project;

(h) Expenses necessary for transportation within Timor-Leste of the equipment referred in II-6 (c) as well as for the installation, operation and maintenance thereof; and

(i) Necessary facilities to the JICA experts for the remittance as well as utilization of the funds introduced into Timor-Leste from Japan in connection with the implementation of the Project.
