First WUO Training has started.

On December 14, 2014, the Project for Strengthening Water Management Transfer (SWMT Project) has started to implement a Training for Branch Canal Water Users' Associations (BCWUAs) (WUO Training) in the pilot sites.

Since the end of the first Staff Training (ST) on September 30, 2014, the SWMT Project was continuously preparing for the first WUO Training with the Counterparts (CPs) including the Central Department of Irrigation Advisory Service (CDIAS), General Directorate of Irrigation Advisory Service (GDIAS) and Directorate of Irrigation Advisory Service (DIAS) being in charge of each pilot site. Because the curriculum of the WUO Training needs to be based on the ability of members of each BCWUA, it was decided to be developed by using the CUDBAS method which was introduced by Dr. Shuichi Matsushima, a short-term expert of JICA on Support of Training Program on Water Management Transfer (WMT)[1]. Consequently, after the CPs listed up necessary abilities of BCWUAs to implement the WMT, representatives of several BCWUAs including the pilot sites were invited to a workshop and requested to check if they have each of those abilities by themselves. And based on results of their self-assessment of their abilities, their training needs were identified and the training syllabuses of the WUO Training were finally developed.

Based on the results of the ability assessment by BCWUA members, seven major training themes, including "Financial and Administrative Affairs of the BCWUA", "Water management and distribution" and "Participation in Operation and Maintenance activities" were decided, while every trainer was selected from the trainees of the first ST. As for the training approach, it was decided that trainings which deal with common themes (e.g. "Institutional aspects" and "Improving economic conditions" ) for all the three pilot sites will be held at the CDIAS, while trainings which need to reflect local situations in each pilot site, will be held at each pilot site.

In addition, since December 12, 2014, Dr. Matsushima has started his activities to mainly support the project staffs in implementing the first WUO Training by giving them his technical guidance.

It has been already 10 days since the start of the first WUO Training and it is impressive to see every trainee of the first ST eagerly training the BCWUA members as a trainer this time by using various training methods.

On the other hand, advanced BCWUA members have been invited to the training and shared their experiences on the training themes with the BCWUA members in the pilot sites so that the latters can effectively learn necessary knowledge and skills from the formers.

From now on, the first WUO Training will be continuously implemented in 4 working days per week till the end of January, 2015. The project team will support all the trainees in getting necessary knowledge and skills to implement WMT from the training.
