Meetings were held to exchange opinions about water management transfer with stakeholders in MWRI.

The Project for Strengthening Water Management Transfer (SWMT Project) had meetings to exchange information and opinions about Water Management Transfer (WMT) with about 100 participants who are district engineers and staff of Irrigation Advisory Service (IAS) from all over the country.

These meetings were held in eight days from May 6 to June 9, 2015 as a follow-up for the Workshop on development of a roadmap on WMT which was held in Cairo on March 25, with about 60 participants including decision makers of relevant departments in the Ministry of Water Resources and Irrigation (MWRI) and representatives of the Branch Canal Water Users' Association (BCWUA) in each of the three pilot sites[1].

Main purpose of the meetings was to discuss responsibilities which can be transferred to the BCWUAs in every major activity of WMT including Operation, maintenance and rehabilitation of irrigation facilities for branch canals, Development of a plan to distribute water and monitoring activities, Environmental activities, Conflict resolution, etc.

Out of those eight days of the meetings, six days were spent to discuss with district engineers, while the remaining two days with IAS staff. Their frank information and opinions were very important and valuable for the SWMT Project because they are directly involved in operation and maintenance of branch canals with the BCWUAs and therefore they know well about operational problems and feasibilities of those activities above by the BCWUAs.

In every meeting, discussions were frequently heated since some participants were positive for the WMT, while others were not. Then the project team explained to them about effectiveness of the WMT by introducing the achievements of the project activities such as the Joint Repair Work.

From now on, the SWMT Project will have a meeting for the same purpose with representatives of the BCWUAs, to develop a guideline on roles and responsibilities in activities of the WMT based on results of those meetings and finally get approval by the MWRI.

All of us will do our best to develop a roadmap on WMT which is useful for all the stakeholders including the BCWUAs.
