Joint Terminal Evaluation was implemented.

Joint Terminal Evaluation (JTE) was implemented for the Project for Strengthening Water Management Transfer (SWMT Project) from December 5 to 23, 2015.

On December 5, Dr. Khan, Evaluation Analysis Expert, arrived in Cairo and started his interviews with the Japanese project experts and their counterparts (CPs) of each related organization under Ministry of Water Resources and Irrigation (MWRI) after he explained about the JTE for the Project Team in the 10th Project Management Committee Meeting.

On December 9, Dr. Khan visited General Directorate of Irrigation Advisory Service (GDIAS) in West Delta and Bisintaway branch canal to have interviews with the CPs and the BCWUA members.

Thereafter, other mission members of the JTE (Mr. Shimazaki, Executive Technical Advisor to the Director General of Rural Development Department in JICA, Mr. Yamauchi, Senior Irrigation Plan Engineer, Design Division of Rural Development Department in Kyushu Regional Agricultural Administration Office of Ministry of Agriculture, Forestry, and Fisheries of Japan and Ms. Masuoka, Deputy Director of Agricultural and Rural Development Group 2 Team 4, Rural Development Department

in JICA) also arrived in Cairo and joined with Dr. Khan and two Egyptian members of the JTE on December 12 to have interviews with the Japanese project experts and their CPs.

Furthermore, they visited Shubra Baloola on December 15 and Ebheet on December 16 to have interviews with the CPs who are in charge of each of those pilot sites and BCWUA members so that they can evaluate progress of the project activities in the three pilot sites.

As a result, the mission members of the JTE evaluated the Project as follows; "Considering all the findings that the methodology on Water Management Transfer (WMT) were already clarified through activities in the pilot sites (Output 1), practical trainings were implemented for MWRI and BCWUAs, while the sustainable training system will be established (Output 2), the Roadmap on WMT is expected to be finalized and approved by the Joint Steering Committee (JSC) and the MWRI and acknowledged among the relevant stakeholders (Output 3) and therefore necessary structure to implement WMT nationwide will be established (Project Purpose), the Project Purpose and Outcomes will be achieved at the end of the Project."

In addition, according to Five Evaluation Criteria of Development Assistance Committee (DAC), results of the JTE on the Project were; "Excellent" for Relevance, "Good" for Effectiveness, "Good" for Efficiency, "Positive" for Impact and "Expected to Some Extent" for Sustainability.

Moreover, the mission members of the JTE gave to the Project several recommendations such as "Implementing and completing the remaining activities by the end of the Project" and "Organizing a seminar to disseminate the project outcomes including the Manuals and the Roadmap among all the stakeholders."

In the fourth Joint Steering Committee on December 22, Eng. Ahmed Abdel Monsif, the Project Manager and the Head of Central Department of Irrigation Advisory Service (CDIAS), firstly reported progress of the project activities including results of the workshop on the Roadmap that was held on December 3, 2015, while Eng. Abdel Salam Gaber, Egyptian Team Leader of the JTE, presented results of the JTE.

After the session of the Questions and Answers, Eng. Emad Soliman, Head of Irrigation Department in MWRI and Mr. Shimazaki, Team Leader of the JTE, finally signed the Minutes of Meeting on the JTE.

Thanks to full efforts on the Project by all the stakeholders, the Project could get good results of the JTE which seemed to be very encouraging to the CPs.

Although the remaining period of the Project is limited, till March, 2016, we will continuously do our best to complete the Project successfully, and to follow-up the recommendations by the mission members of the JTE.
