Survey of impact assessment on training activities was implemented in the three pilot sites.

The Project for Strengthening Water Management Transfer (SWMT Project) implemented a survey of impact assessment on training activities for the project counterparts (CPs) including representatives of Branch Canal Water Users' Association (BCWUA) in the three pilot sites by visiting the three General Directorates of Irrigation Advisory Service (GDIAS) being in charge of the three pilot sites[1]. The main objective of the survey was to assess impacts to the participants of the training activities who achieved their attendance in more than 50% and trainers of any training and others around them.

In the survey, it was found out that all of 45 participants (33 participants from MWRI and 12 participants from BCWUAs in the three pilot sites ) answered that their participation in the trainings caused positive change of their ideas or attitudes in daily work and activities, while 41 participants (91%) answered that they implemented some activities like meetings and trainings to share what they have learned in the Project with their colleagues and other members of their BCWUA. In addition, beneficiaries of those activities by the participants of the MWRI were mainly BCWUAs (51 out of 89 activities (57%)) except the three BCWUAs in the pilot sites and their colleagues (20 out of 89 activities (22%)). Furthermore, most of the participants mentioned that trainings for other members of the BCWUAs (12 answers) and the MWRI (6 answers) who have not participated in the trainings should be implemented.

As a result of the survey, it was confirmed that the Project could not only achieve the main project outcome of "Systems to implement practical trainings for administrators and WUOs sustainably are established," but also give positive impacts of the training activities to the participants themselves as well as to other people like their colleagues and other BCWUA members who did not participate in them.

After the SWMT Project will be completed on March 8, 2016, the CPs will implement nationwide Water Management Transfer (WMT) by following the Roadmap and utilizing the training system for WMT which was successfully established by the Project.

We hope that the MWRI will be able to achieve the nationwide WMT in the near future by using the project outcomes including the Training Manual and the trainers.
