Workshop of the First World Irrigation Forum was Attended.

In the first World Irrigation Forum (WIF) which was held in Mardin of Turkey from September 29 to October 2, 2013, a workshop of "Future Vision of Participatory Irrigation Management (PIM)" was hosted by Japan National Committee of International Commission on Irrigation and Drainage (ICID) on September 30. In the workshop, representatives of the government and the Water Users' Organization (WUO) in five countries (Thailand, Turkey, Egypt, South Korea, Japan), presented their own current situations on Participatory Irrigation Management (PIM). From Egypt, Eng. Kunihiko Naito, Chief Advisor of the Project for Strengthening Water Management Transfer (SWMT Project) and Mr. Abdel Wahab El-Haddad, Head of Rash El Garbi Branch Canal Water Users' Association (BCWUA) who is from one of the pilot sites in the Water Management Improvement Project II (WMIP II), participated in the workshop. Eng. Naito had a presentation about activities of the PIM by the Egyptian government and the donors and targets of the SWMT Project, while Mr. Abdel had a presentation about activities of his BCWUA and merits of the PIM.

In Mr. Abdel's presentation, he concretely explained about impacts by the WMIP II to the Rash El Garbi Branch Canal and the pilot area as well as to the BCWUA members and community people. Especially, it was impressive that he was eagerly explaining about the fact that before the start of the WMIP II, his BCWUA had been largely depending on the government for organization of his BCWUA and Operation and Maintenance (O&M) of the branch canal, but after the end of the WMIP II, they have been actively involved not only in those activities but also in environmental activities. After all presentations were done by representatives of every country, future visions of the PIM were discussed, and the workshop was successfully ended by adopting its declaration including promotion and social significance of the PIM.

After the workshop, information was exchanged on current situations on the PIM in Morocco and Egypt by Mr. Kimura, Chief Advisor and his counterpart of the Project for Improvement of Irrigation System at the Abda Doukkala Irrigated Area of Morocco, Mr. Miyazaki, Director of Overseas Land Improvement Cooperation Office in Ministry of Agriculture, Forestry and Fisheries of Japan, Dr. Satoh, Professor Emeritus of University of Tsukuba and Eng. Naito.

Next day, this mission was successfully completed after participating in a technical tour to the Southeastern Anatolia Project which is a grand project by the State Hydraulic Works of Turkey.

Through the workshop, it was learned that each country has different degrees of roles and responsibilities of the WUO and the relevant governmental organizations for the PIM based on its natural and social backgrounds, while it is important to develop a system of the PIM which is suitable for the actual situations in each country. At the same time, information on the SWMT Project could be enough shared with stakeholders in many countries by getting to know each other. By making effective use of them, we will continuously do our best to work for the SWMT Project.
