Task Force has been set up to prepare for the first Training of Trainers (TOT) in the SWMT Project.

The Project for Strengthening Water Management Transfer (SWMT Project) has been supporting the Ministry of Water Resources and Irrigation (MWRI) in establishing a practical and sustainable training system for central and regional staff of the MWRI as well as for Water Users' Organizations (WUOs) as one of main project activities. The training system forms one important part for implementing Water Management Transfer (WMT) on a national level. In order to effectively implement the activity above, the SWMT Project has been taking its training approach in three steps; First (central level): senior staff of the MWRI including the Central Department of Irrigation Advisory Service (CDIAS) and the Training Sector for Water Resources and Irrigation (TSWRI) will give training to their staff who will be the trainers for the regional staffs (this training is called "TOT"). Second (regional level): the trained MWRI staff will give training for regional staff of the MWRI. Third (field level): the trained regional staff will finally train WUO members. Recently, a Task Force (TF) has been set up to prepare for the first TOT and the first TF meeting was held on December 9, 2013.

So far, the SWMT Project developed a draft of the training topics for the first TOT based on recommendations by Dr. Matsushima, a short term expert of JICA in preparing for the training program on Water Management (WM) and WUO who worked for the project in Egypt from June to July, 2013 as well as on the training proposals which were made by stakeholders in the workshops held in each of the three pilot sites in October and November, 2013. After these activities, another workshop was organized at the CDIAS to discuss and identify detailed needs related to each training topic on November 25, 2013. The purpose to establish the TF is to technically support the project in developing a detailed training plan and material and selecting a trainer for each topic of the first TOT.

For the first TF meeting, not only the CPs of the CDIAS, TSWRI and General Directorate of Irrigation Advisory Service (GDIAS) but also staff from the Integrated Irrigation Improvement and Management Project (IIIMP) and the Ministry of Agriculture and Land Reclamation (MALR) participated and actively discussed the training topics, detailed training needs and candidates for trainers of the first TOT.

From now on, we will select trainers and request them to develop detailed training plans (syllabus) and training materials in full cooperation with the TF members. As for the development of training materials, the SWMT Project will facilitate effective use of the existing training materials and the lessons learnt by the other projects in order to develop the practical training manuals as well as the sustainable training system.
