Background

In El Salvador, it is acknowledged that crimes have deep roots and, therefore, it is necessary to implement comprehensive measures and actions to face them. The crime phenomenon is still one of the main public problems of El Salvador, and continues affecting whole families, the country's economic development, domestic and foreign investment, etc.

It is because of the seriousness of the insecurity situation that the 2009-2014 Government Plan recognizes that the traditional model of a repressive, isolated and excluding police must be modified. It is because of that same reason that the substantive concepts of the "National Justice, Public Security and Coexistence Policy" of the Ministry of Justice and Public Security of El Salvador (MJSP), are centered on strengthening the social prevention of violence, with the presence and participation of the PNC. For these purposes, the PNC is oriented to recovering the trust of the citizens and intends to achieve this objective through the implementation of the Philosophy of Community Police (abbreviated FPC in Spanish).

In August 2013, the Government of the Republic of El Salvador requested the cooperation of the Government of Japan for a project with the characteristic of the second phase of the "Project of Support for the Establishment of the Philosophy of Community Police in El Salvador (2011 - 2014)", based on the activities of the same project that became the precursor of the present one, in order to consolidate and disseminate the activities of the Philosophy of Community Police (FPC).

Purpose

    The Police service is improved through the implementation of the new police model based on the Community Police Philosophy throughout the territory.

    The implementation of the new police model based on the Community Police Philosophy is consolidated throughout the territory.

Outputs

  1. The Strategic Team is strengthened in its capacity of production and dissemination of management and formation instruments in matters of the new police model based on the Philosophy of Community Police.
  2. The institutional leadership of heads of Delegations and Subdelegations to implement the Community Police Philosophy is strengthened.
  3. The capacity of Community Police Instructors (IPCs) is strengthened.

Project Activities

1-1 Systematize good territorial practices to build the new police model based on the Philosophy of Community Police.
1-2 Strengthen the monitoring and evaluation system of the implementation of the new police model at Regional Offices, Delegations and Subdelegations.
1-3 Establish a mechanism to systematize good practices and impacts in a continuous manner.
1-4 Prepare and update manuals or instructions on operational procedures for the implementation of the new police model.
1-5 Remodel and equip selected police posts so that they operate as Community Police posts.
2-1 Revise, update and validate the curriculum for the formation of command officers of superior, executive and basic levels in matters of institutional leadership, according to the principles of the new police model.
2-2 Develop training courses with police personnel in matters of institutional leadership.
2-3 Promote the implementation of the new police model at the local level with the Municipal Council for the Prevention of Violence (CMPV) and other local actors.
3-1 Systematize the implementation experiences of the Community Police Philosophy with the IPCs.
3-2 Develop workshops to exchange experiences of Community Police.
3-3 Develop continuous training for the IPCs to provide technical assistance to the implementation of the new police model.

Inputs

Inputs Summary by Japanese Side

  1. Visits of experts
    Brazilian experts specialized in specialization of IPCs, leadership and local management and monitoring and evaluation system will be sent in coordination with the Brazilian Cooperation Agency. The number of experts in each visit will be of two.
  2. Training
    Training on the FPC will be organized, both in El Salvador and in Brazil, according to the framework of the Project.
  3. Equipment
    For better performance of police personnel, basic equipment as laptops, printers, projector, copy machine, projection screen and others, will be provided for the activities to be carried out at Project execution locations. Likewise, support will be provided to small works to achieve an adequate work environment of Community Police posts.

  1. Services of PNC's and ANSP's counterpart personnel and administrative personnel as referred to in 2(1);
  2. Suitable office space with necessary equipment;
  3. Supply or replacement of any other equipment or materials necessary for Project implementation;
  4. Information as well as support in obtaining medical service;
  5. Credentials or identification cards;
  6. Available data and information related to the Project; and
  7. Expenses necessary for Project implementation, including utility expenses.
