Project Background

Forest cover in Ethiopia has been seriously decreasing. According to the global forest resource assessment 2010 by FAO, Ethiopian forest was 15.1 million ha in 1990 and it becomes 12.2 million ha in 2010. It was mainly due to farmland expansion combined with illegal logging, extraction of fuel and construction wood. Ethiopian Government recognizes this as one of the national priority issues, and the Ministry of Agriculture has started promoting participatory forest management, PFM, as the mainstream approach for forest conservation and management, considering the limitation of the governmental direct interventions and the importance of engaging local people in forest management. From a number of the precedent PFM efforts, it has become obvious that PFM cannot be promoted without improving the livelihoods of the rural poor because rural poverty is the main driver of unsustainable forest exploitation and deforestation.

Oromia region has the highest forest cover among nine regions in Ethiopia, of which forest is equal to 70% of all forest area s in Ethiopia. Highlighting the importance of the forest conservation, the Oromia regional government has been promoting forest conservation and development by giving the responsibility to the Oromia Forest and Wildlife Enterprise, OFWE. The PFM project in the Belete-Gera Forest, in partnership with the Japan International Cooperation Agency, JICA, from 2003 to 2012, is one of the initiatives that made significant achievements and implication for the federal and regional PFM development. The PFM project in the Belete-Gera Forest was unique in its triple intervention approach, having the Forest Coffee Certification Program, FCCP, and the Farmers Field Schools as forest based livelihood support, in addition to establishing and building capacity of sub-village based PFM authorities.

Motivated by the proved marketability of the certified Ethiopian forest coffee in the international coffee market, OFWE aims to consolidate FCCP as a package of forest-based livelihood support program of PFM promotion and to scale it up to other coffee forest under the OFWE's jurisdiction. OFWE, through the Ethiopian Government, requested Japanese Government to cooperate on the Project in August 2012. Following the Japanese Government's acceptance of the request, JICA conducted a detailed planning survey to discuss with OFWE and other relevant parties from October 2013.

To conclude, the Project aims to contribute to sustainable rural development by balancing livelihood improvement and forest conservation in the target areas through application of FCCP to the areas where PFM has been introduced.
