Although access to education has improved in Ghana as demonstrated by the primary net enrollment rate of 89.3% (2017), improving students' learning outcomes remains a challenge. In the Education Sector Mid-term Development Plan (2018-2021), the Government of Ghana positions social development as one of the five thematic areas, which includes human resource development. Moreover, in the Education Strategic Plan 2018-2030, the government sets education management as one of the policy objectives, and emphasizes the importance of more substantive community involvement in the school-based management. Since 2008, when the decentralization of education service provision was articulated in the Education Act, there has been a need to reinforce education management at the district and school levels. Based on this background, this project works with Ghana Education Service and its decentralized agencies to improve students' learning outcomes by strengthening community-based school management.
A model to improve learning outcomes at the primary level through collaboration with communities and schools is scaled up in other regions.

(1-1) | Organize a experience sharing seminar for officials at MoE and GES on learning improvement activities based on participatory school management. |
(1-2) | Formulate an implementation framework (procedure and training manuals) for democratic establishment of SMC, SPIP development, resource management and internal monitoring of SMC. |
(1-3) | Organize a trainer's workshop for officials at Regional and District Education Offices (REOs/ DEOs) on democratic establishment of SMC. |
(1-4) | Organize a training for head teachers on democratic establishment of SMC. |
(1-5) | Organize a trainers' training workshop for REOs and DEOs officials on learning-oriented SPIP, school resource management and internal monitoring of SMC. |
(1-6) | Organize a training for headteachers and SMC representatives on development of learning-oriented SPIP, school resource management and internal monitoring. |
(1-7) | Organize an education forum at the district level to improve access, quality and governance of education. |
(2-1) | Formulate an implementation framework (procedures and training manuals) for SMC-supported learning-oriented activities in numeracy. |
