Background

Recognizing the health sector development as a priority for people's welfare improvement, the need to strengthen local government capacity to ensure quality public health service delivery in the decentralized system, and the need to narrow development gap between western and eastern parts of Indonesia, the Government of Indonesia requested the Government of Japan for technical cooperation for improving the public health services in the South Sulawesi Province. Based on this request, "The Project for Improvement of District Health Management Capacity in South Sulawesi" had been implemented from February 2007 until February 2010 in the 3 target districts in the South Sulawaesi Province, the Barru District, the Bulukumba District and the Wajo District.

The Project succeeded in developing the Primary Health Care Mechanism in which community and government work together. As the mechanism demonstrated its effectiveness in improving primary health care, the Government of Indonesia requested the Government of Japan to continue technical support on strengthening the mechanism in terms of institutional and financial sustainability. Based on this request, "The Project for Improvement of District Health Management Capacity in South Sulawesi Province Phase 2" has been launched in November, 2011. This Project aims to establish the sustainability of the Primary Health Care Mechanism in which community and government work together by internalizing the mechanism into the existing local government systems and programs such as Musrembang and the national health program Desa Siaga.

Objectives:

Overall Goal:

  1. Quality of Primary Health Care in the target districts is improved
  2. The mechanism of Primary Health Care in which community and government work together is disseminated
  3. Regional Development Mechanism in which community and government work together is strengthened

Project Purpose:

The mechanism of Primary Health Care in which community and government work together is established and operated in the target districts

Outputs

  1. Capacity of community to conduct community centered PHCI (Primary Health Care Improvement) activities in line with the local governance system is strengthened
  2. Capacity of Health Center to facilitate and support community centered PHCI activities is strengthened
  3. Capacity of District to manage community centered PHCI activities is strengthened
  4. Capacity of Province to supervise and disseminate community centered PHCI activities is strengthened
