In Indonesia, many small and medium industries (SMIs) have so far attempted to introduce "5S" to their workshops through the training and hands-on technical guidance: namely, seiri (sifting), seiton (sorting), seiso (cleaning), seiketsu (standardizing) and shitsuke (discipline). However, except for those SMIs associated with foreign partners, it is observed that 5S seems to be rarely settled in their workshops.

The Local Working Group (LWG) together with the JICA Expert Team has provided facilitation support to the ship-component industries in Tegal District since September 2013. Considering the workshop environment faced by those industries, the Team advised the LWG to facilitate technical guidance of the "3S" introduction (the first 3 out of the 5 elements indicated above), covering "seiri," "seiton," and "seiso" to improve the workshop environment in a relatively short term.

As a result, some targeted SMIs of ship-component could largely improve their workshops and production practices according to the standard process. In view of disseminating such a good practice of "3S" introduction, DG-SMI in the Ministry of Industry and the JICA Expert Team decided to prepare the "Handbook for 3S Introduction to the Small-scale Industry in Indonesia" in order to share the step, method and know-how to the practitioners like the owners of SMI, Shindan-shi and field extension officers by referring to the case of technical guidance at Tegal. In the Handbook, the outline of "3S" is explained and followed by practical instructions and tips along the standard step of "3S" introduction, namely, step-1: workshop layout improvement; step-2: seiri, step-3: seiton, step-4: seiso, and step-5: monitoring. This handbook is being prepared for official publication by the DG-SMI for future distribution to regional Dinas.
