Metalwork (Ship Component) Industry in Tegal Regency: Services of Supporting Institutions in Indonesia

As reported before, obtaining Indonesian Ship Classification Bureau (BKI) certification by small and medium industries (SMIs) engaging in production of ship components is first trial for local industries in Indonesia. As of the mid of November, all the requirements and conditions for the certification to the 3 selected components among 5 targets have been already satisfied, thus the Local Working Group (LWG) for ship component industry in Tegal has been waiting for issuance of certification by BKI. It is, however, noted that this process of issuing the certificate taking rather longer time than assumed. According to the LWG, BKI has rather limited experiences in certification services for ship-components, and has not established an internal specialized organ in charge of rendering the certification service to small-scaled industries so far. Therefore, Certification and administrative processes have not been internally standardized yet, and only 1 person is assigned to handle the issue in BKI.

In Indonesia it is not rare case that administrative procedures are not standardized and services quality depends on individual knowledge and experience of a person in charge, especially in such institutions which provides the testing, laboratory, certification and auditing services. As a result, the requirements, process and even expenses differ from case to case, bothering the service recipients by imposing extra time and cost. In order to avoid such cases, SMIs usually need the lobbying and facilitation efforts with a support of the top of government (Dinas Industry & Trade) to the intended support institutions.

In facilitating services/ support to SMIs during the Project activities, we sometimes face such cases, where LWG and SMIs need frequent and repeating contact and clarification with the intended support institutions, in order to ensure that the service would be delivered along schedule. These observed situation at a field level has been reported to and shared with the counterparts at the central level (DG-SMI of MOI), but it could not be easily improved overnight.
