Ship Component Industry in Tegal Regency: Evaluation Meeting and MoU concerning Dissemination of Tegal Model to Other Regions

Following the official certification of ship parts by the Indonesian Ship Classification Bureau (BKI), the Local Working Group (LWG) for the ship components industry in Tegal Regency has accelerated marketing support through the introduction of those certified components to the ship-building and dockyard industries. Last September, Dinas Industry & Trade of Tegal Regency dispatched a marketing mission to shipbuilders. Target small and medium industries (SMIs) has been receiving inquiries from state-owned shipbuilders which are demanded to help increase the local content of the components, and has already entered transactions with shipbuilders of class ships and then delivered their components to them, although the number of deals is not large yet.

LWG conducted its evaluation meeting to overall review the achievements of the Local Industry Action Plan during the last two years, and agreed to extend support for the BKI certification of additional components and to maintain LWG as the facilitation platform, while confirming to expedite the official certification of the remaining target components. Financial resources required for auditing/technical guidance on the additional components have been already arranged by the Ministry of Industry (MoI). Further, Dinas Industry & Trade decided to recruit and assign a marketing liaison in order to help SMIs ensure well-organized responses to inquiries about the certified components from shipbuilders. SMIs also voiced commitment to vitalizing the functions of the ship component industry cooperative.

On the other hand, MoI decided to replicate Tegal's experience of support activities as an excellent case to other similar regions having the metalwork industry. Last September, the three related parties of MoI, BKI and the Association of the Ship Components Industry have entered a memorandum of understanding (MoU) concerning the extension of BKI certification support at the national level, and agreed to establish the platform (titled tentatively) and have been preparing an action plan together. The Directorate General for SMIs of MoI has already proposed the budget of auditing/technical guidance for the component certification in response to MoU. A series of support activities facilitated for the ship component industry in Tegal has been successfully institutionalized as a support model in MoI.
