Project Activities

The spread of the Internet has brought a lot of convenience to people, however, there are conversely increasing number of organizations or individuals to abuse this situation. Problems happening on the Internet cannot be coped with by a single country in many cases, and this is one of the global issues to tackle.

This project focuses on two activities; one is on capacity building of staff members in the Ministry of Communication and Information Technology in Indonesia (MCIT), and the other on capacity building in its neighboring ASEAN countries such as Cambodia, Laos, and Myanmar. The project is aiming at realizing safer cyber-space environments in Indonesia and the ASEAN region through these activities

Capacity building of members in the MCIT of Indonesia

The MCIT has a wide range of functions for information security activities. They include settlement of policies relative to cyber space environments, awareness raising activities, and network monitoring or incident response. The MCIT members' capability is designed to improve through studying practical Japanese experiences or participating several technical trainings.

Implementation work in the pilot-site

Improvement of security levels in the local governments is one of the most important policies the Indonesian Government plans. Specific plan of this project is to implement the following two schemes in the local government.

(1) ISMS
Information Security Management System (security management method, which is defined in ISO27001)

(2) CSIRT
Computer Security Incident Response Team (an organizational division, who monitors the networks, and will respond properly in case of any incidents occurring on the networks.)

Yogyakarta local government was chosen as a pilot site, and the two schemes will be carried out there in cooperation with staff members of MCIT. The Project Team is trying to set up this pilot-site environments in an ideal way, where MCIT people is able to carry on the two schemes by themselves even after completion of the JICA project.

Capacity building of information security members in other ASEAN countries

Another goal of this project is to improve capacity building in other ASEAN countries such as Cambodia, Laos, and Myanmar. Specifically, government officers of the three countries are invited to Indonesia, where several technical trainings are provided by Indonesian or Japanese instructors for capacity building of these officers.
