Background

Indonesia has a lot of natural disasters such as earthquake, tsunami, eruption, landslide and so on.
“Banjir Bandang” is one of the natural disasters and usually translated as “flash flood” in English. The “Banjir Bandang” occurs suddenly and flows down mixed with water, sand, rocks and so on. It happens due to a large-scale hillside collapse upstream of the river.
Every rainy season has many “Banjir Bandang” disasters and a lot of people and properties in Indonesia suffer damage, especially in the Sumatra Island, the Java Island and the Sulawesi Island.
In the Joint Committee of Indonesia and Japan on Disaster Reduction in 2006, “Banjir Bandang” was confirmed as one of big problem in Indonesia such as tsunami and earthquake. Then, Government of Indonesia requests the Government of Japan to the following technical assistance for “Banjir Bandang”.

Overall Goal

Early warning and emergency measures for Banjir Bandang is established at the hazardous areas all over Indonesia.

Project Purpose

Capability for Banjir Bandang disaster mitigation of  PU and local organization
concerned in the main hazardous area is strengthened.

Outputs

  1. The method for researching Banjir Bandang area is established at the model
    site.
  2. Early warning and emergency measures for Banjir Bandang is improved at the model site.
  3. Capability for researching Banjir Bandang hazardous area is strengthened in the main hazardous areas in Indonesia.

Inputs

Japanese side

  1. Dispatch of experts in the following fields
    • Chief advisor
    • Banjir Bandang disaster management
  2. Provision of equipment
    • Equipment necessary for the hydrological (rain gauge, etc. )
  3. Overseas activities cost
    • Cost for local based consultant
    • Cost for project activities, etc

Indonesian side

  1. Provision of office space and facilities
  2. Assignment of counterpart personal
  3. Allocation of budget (Salaries and other allowances for the Indonesian counterpart staff, facilities and equipment, etc.)
