Educational Activities to HIPPA

As a part of educational activities at sediment disaster dangerous areas, we had joint illumination activities for those who use the irrigation facilities.

HIPPA(Himpunan Petani Pemakai Air=Association for farmers using irrigation water) is an association which was installed for controlling of irrigation water and building, operation, and management of irrigation facilities based on the President Order of 1980. Jember District has an educational campaign every year to strengthen HIPPA's organizational power and their management abilities, and to improve people's awareness toward disasters with cooperating 3 departments; Planning Department, which has control over the organizational strengthen; PU irrigation office (operation and management of irrigation facilities and educational activities about basin conservation); Agricultural Department which has control over improvement of agricultural technology. In mountain region of Jember District, devastation of basin areas is more are and more serious every year due to illegal logging.

Also, damages to irrigation facilities occurred because of sediment discharge. Therefore, we decided to join to and cooperate with the HIPPA educational activities at 2 villages in the mountain region and work for raising people's awareness toward sediment disaster control.

About 40 major members of HIPPA joined to the educational activities which were held on July 13th, (Semporan village) and 16th (Harjomulyo village).

At this educational activity, we used a sediment disaster animation which was co-produced by ISDM (the Integrated Sediment-related Disaster Management) Project and Sabo Technical Centre. Unfortunately, the projector which we brought was broken, then we used personal computer screen. Also we had to add narrations along with the screen transitions because the sound was too small. However, participants made opinions such as about their anxiousness of sediment disasters or requests toward disaster control, and also requested to have continuous activities as this and training. We could see the participants' high concerns.

The next year, we are going to more many educational activities about sediment disasters toward HIPPA. Also, we hope the activities will be kept holding after our projects are over because illuminations to HIPPA is the activity held every year based on the District regulations.
