Held the Third Liaison and Coordination conference with SATLAK

On May 10th, we held the Third Liaison and Coordination conference with SATLAK of Jember District. This Liaison and Coordination conference was held for sharing the information with each member of SATLAK about the activity result of this year after the kick off meeting in April 2009. Also it is for the purpose of building common understanding and cooperation scheme to prepare for the early warning and evacuation measures, which is the core project activity of the second year.

For the Conference, about 30 members joined from related agencies. At first, the Second Assistant, Director of SATLAK Jember, gave an opening speech and then SHIIBA expert introduced the fist year’s activity result such as deep-seated landslide potential map, dangerous stream map of debris flow, and manual draft for researching hazardous area in Jember District and explained about schedule of the second year activity. Also, demonstration of rain warning gauges and water level warning gages installed in the last March was given.

Furthermore, Professor Evita from Jember University explained about investigation of residents’ awareness and investigation result of the early warning and emergency measures which were conducted by cooperating with Jember University from February to March of this year before operating the activity. He pointed out inconsistency depends on the area about residents’ awareness and the level of the early warning and emergency measures, wide perception gap between government and the residents, and insufficiency of monitoring hardware for forecasting Banjir Bandang and scheme of communication.

The attendants made many opinions and questions such as “Teach the purpose and usage of the alarm equipments to regional residents before installing”, “Ask variety of stakeholders and related agencies to join at making hazard map and installing alarms”, “We need better explanation why the rain gauge helps to forecast the debris flow”, “We want advice for usage of lands”, “Need cooperation with army for establishing the early warning and evacuation measures”, “Need to strengthen the system of SATLAK”, etc.

Our project will operate further activities at model sites with taking in these precious opinions.
