Operated table-top simulations to establish the early warning and emergency evacuation

After installation of a rain gauge and a water level sensor, we operated table-top simulations to establish a system for early evacuation and smooth information delivery utilizing these monitoring / observatory equipments at Jompo River on October 17th.

About 40 people joined to this simulations such as regional governments along with Jompo River, local leaders, polices, universities, NGO staffs, etc. On 16th, which was before the simulations, we went to watch the upper stream of the Jompo River which the monitoring equipments were installed (site watching) shared the information, and then discussed about an effective monitoring system and information system.

The table-top simulations were performed based on the pervious day's discussion. Then we checked the each related agencies' correspondence along with the scenario.

At the simulations and the site watching of the previous day, the two Short-term experts who were on a visit to Jember District joined: Mr. Koji Morita; Director of Sabo Division in Ishikawa Prefecture and Mr. Shin-ichiro Hayashi; researcher at Sabo Division in National Institute for Land and Infrastructure Management. Also, Mr. Yoshio Tokunaga, long-term expert of JICA, who was sent as policy adviser to National Disaster Management Agency (BNPB) joined. They gave us speeches and feedbacks.

Based on the result of the simulations and the feedbacks, we are going to make a manual draft of the early warning and emergency evacuation at Jompo river area, and improve the draft through discussions or site trainings among the related members.
