Visited a training to manage river channel clogging

On January 26th, Mr. Hariyono Utomo, the chief of Sabo Technical Center, Directorate General of Water Resources, Ministry of Public Works, and Mr. Edy, the head of Bakesbang (Residents protection agency) in Jember District, who have joined the counterpart trainings, visited a training to manage river channel clogging which was held at Ino town, Kochi Prefecture.

The training was organized by Shikoku Mountains Sabo Office of Ministry of Land, Infrastructure, Transport and Tourism cooperating with related agencies because the Sediment-Related Disaster Prevention Law was revised and it clarified the responsibilities of National/Prefectural roles. The training was performed under the assumption that a river channel clogging (natural dam) has occurred by a massive landslide along with Tonankai/ Nankai Earthquakes anticipated the occurrence in the near future. The objective of the training is to reduce the damage of disaster by rapid and appropriate management with revising National/ Prefectural /local government responsibilities, strongly cooperating with related agencies, and improving disaster control technology when a river channel clogging occurred in Niyodo River.

For the training, these participants joined: Shikoku Regional Development Bureau (Planning Department, River Department, Shikoku Mountains Sabo Office, Kochi River and National Highway office, Tosa National Highway Office, Oodo Dam Control Office), Kochi Prefecture (Disaster Prevention Sabo Division, River Division, Earthquakes/Disaster Prevention Division, Kochi Civil Engineering Office, Central West Civil Engineering Office), Kochi City, Tosa City, Ochi Town, Ino Town, Kochi Prefectural Police Department (Security Department, Sakawa Police Office, Tosa Police Office, Ino Police Office), No.50 Infantry Regiment of Ministry of Defense, Niyodo Fire Fighting Union, Kougohoku Fire Fighting Union, Kochi University (comment speaker).

The joined agencies gathered all at the site, and performed tabletop exercise training. Under given conditions which may happen in disaster situation, the training was what to seek the best solution following time course after disaster occurrence.
