Discussion with Dr.Amron, Director General of Water Resources, and the team of Terminal Evaluation

From May 30th to June 23rd, the Project's terminal evaluation　was implemented. The purpose of this evaluation is to organize the suggestion for activities to be carried out during the Project's remaining period, to have discussions based on the evaluation with the implementing agencies, to agree upon the orientation with the persons related to the Project from Indonesian sides, and to sign the Minutes of Meeting. Also, it will be planed to extract some experiences and lessons which can be good examples for future project's plan and implementation and make a report of it.

Before the evaluation, on May 27th, we had a TV conference(JICA headquarters, JICA experts and Sabo Department, Ministry of Land, Infrastructure, transport and tourism, etc. joined), and there we decided the policy and confirmed to broadly collect information about activities in Jember, the model site, regardless of PDM (Project Design Matrix).

The members of Terminal Evaluation team are Mr. Shiro Nakasone, Director in Disaster Management Division 1, JICA Global Environment Department (Leader); Dr.Hitoshi Baba, Senior Advisor, JICA; Mr.Kenji Tanaka, staff in Disaster Management Division 1,JICA; Ms. Tamahi Yamauchi, IC Net Limited. From Indonesian side, Mr. Widagdo became the evaluator. He is the former Director of River, Lake and Reservoir in Directorate General of Water Resources, Ministry of Public Works. Also he was the project manger when the project had launched. Also Mr. Sudarsono, Chief of Sub-Directorate of Disaster Mitigation, Directorate of Operational Management & Maintenance, Ministry of Public Works joined the Evaluation.

As the result of Evaluation, it was rated as "moderate to relatively high" regarding the project purpose which is "Capability for Banjir Bandang disaster mitigation of PU and local organization concerned in main hazardous area is strengthened". The team reported the Evaluation at the Supporting Committee of the project held in Jakarta on June 21st. In the committee, proposals were given such as finalizing the Manual, continuous activities for strengthening capability for researching Banjir Bandang hazardous area in main hazardous areas, etc.

On July 8th, Returning back conference was held regarding the Evaluation (TV conference: JICA Headquarters, JICA Experts and Sabo Department, Ministry of Land, Infrastructure, transport and tourism, etc. joined). The discussion was about additional supports based on the Evaluation result.
