Held the evacuation drill for Banjir Bandang with residents.

The evacuation drill for Banjir Bandang was held by JICA and Jember district in Klunkung village, where the model site existed, in October 23rd, 2011 and the residents of the village also joined the drill.

It was the first time that the residents joined the drill, although local leaders had joined the Table Top Exercise (TTE) in October, 2010, which had been confirmed how to inform in Banjir Bandang hazardous situation. On this result of the TTE, the SOP (Standard Operating Procedure), which was regulated the procedure in each warning level, had been already made, but it was also first time to be used in the field.

The scenario of this drill was made for the purpose, that the stakeholders were able to perform each role on the information of the each warning level for Banjir Bandang. For the reappearance of hazardous situation, the early warning equipment like water lever sensor and rainfall gage as same as Kalijompo were installed in the drill site. Then the tents, which were simulated residence area, first evacuation point and final evacuation point, were also built in the drill site and the residents were able to experience about the evacuation.

The participants understood the situation that warning level would have been risen up, because the communications by handy talkies were broadcasted by the speaker to the drill site. After catching of the information, which the evacuation level had been already reached, residents started moving to the first evacuation point. In that time, the call for evacuation was not only informed by the megaphone, but also by the Kentongans, which were traditional communication tool made by wood or bamboo. Moreover they also moved to final evacuation point supported by SATLAK members and finished the evacuation. In the final evacuation point, they received the some logistics instead of emergency kitchen service.

Finally the ministry of public works, JICA and Board of nation unity, politic and public protection (BAKESBANGPOLLINMAS) staffs made evaluation about this drill and informed the implement point. But it was unfortunate situation that most of residents were absent, because they recognized the finish by the receiving of the logistics.

However this experience would be important for implement of next drill or SOP, and Dr. Evita of Jember University as the Head of YPM, which made the Kalijompo SOP and this drill scenario, also told same opinion.
