Joint Coordination Committee Meeting in Jakarta

Directorate General of Quality Improvement of Teacher and Education Personnel (DGQITEP) of the Ministry of Education convened the Third Joint Coordination Committee (JCC) Meeting for PELITA, in cooperation with JICA, on 25 January 2010 at Pitagiri Hotel, Jakarta. Participants were: Directorate General of Higher Education (DGHE), MONE; Directorate General of Primary and Secondary Education Management (DGPSEM), MONE; Directorate General of Islamic Education (DGIE), Ministry of Religious Affairs (MORA); Research, Development, Education and Training Institute, MORA; National Planning and Development Board (BAPPENAS); seven LPMP; seven Provincial Education Offices; nine District/City Education Offices; and three resource and three partner universities. The meeting was attended by the Japan International Cooperation Agency (JICA) and the JICA Expert Team.

In the meeting, the JICA Expert Team reported progress of PELITA activities and some results of Baseline Survey. Following that, West Java Provincial Education Office briefly reported the plan and progress of Lesson Study dissemination in districts and cities in their province. Three Directorates of Education Personnel (DGQITEP), Junior Secondary Education (DGPSEM) and Islamic Education (MORA) gave presentations on lesson study dissemination strategy, progress and issues of participatory school-based management (PSBM) activities (REDIP-G), and MTs development strategy for improving quality of education. Lastly, JICA Indonesia Office explained modifications of PELITA Program Design Matrix. Some points of the presentations and discussion are summarized as follows:

  • 1. Director of DGQITEP, MONE informed that the Government of Indonesia made a plan for a 100-day initiative program and Lesson Study would be included in this program. MONE has introduced Lesson Study to strengthen competency of principals and MONE planned to provide approximately 10,000 principals with training courses in order to disseminate Lesson Study nation-wide. Also, DGQITEP presented that DGQITEP planned to provide 199 districts with Lesson Study technical and financial supports in 2010. In this plan, one Lesson Study pilot school would be set up in each district and be monitored by university lecturers and LPMP trainers.
  • 2. Head of Section of DGIE, MORA showed appreciation of JICA’s support that provides MTs with technical support of both PSBM and Lesson Study. He also mentioned that MORA would confirm the allocation of budget, especially for PSBM in Banten Province and be involved in the Program more intensively.
  • 3. A representative of Provincial Education Office, West Java Province presented that Rp. 1.15 billion was confirmed for a Lesson Study activity and Lesson Study would be introduced to junior high schools and high schools in the region with intensive training of teachers. Currently 15 districts/cities had been implementing Lesson Study by 39 trained teachers under technical support of UPI. In the near future, all 26 districts/cities would implement Lesson Study in primary, junior high schools and high schools.
  • 4. Head of Provincial Education Office, West Sumatra Province commented that BOS budget has been difficult to be spent for a Lesson Study activity because of its regulation. It would be better for schools that MONE send a formal letter to confirm BOS’s utilization. In this regard, JICA Experts told the participants that according to DGPSEM of MONE, BOS can be utilized for a Lesson Study activity, but the guideline of BOS would not use the term of “Lesson Study” because there are still schools that are not familiar with Lesson Study.

    As for closing, a representative of Education Personnel of DGQITEP acknowledged the presentation by the JICA Expert Team, West Java Provincial Education Office, DGQITEP, DGPSEM, DGIE of MORA, JICA Indonesia Office and comments by participants. He concluded the meeting, mentioning that it is important to find sustainable ways of PELITA activities among parties concerned.
