Project Terminal Evaluation (26 September 2016 to 7 October 2016)

A joint terminal evaluation by Japan International Cooperation Agency (JICA) and Japan Agency for Medical Research and Development (AMED) was conducted in September 2016, four years and eight months since the project commenced in January 2012. The objectives of the evaluation were to identify the achievements and the outcomes of the project, to justify challenges, and to make recommendations to sustain the activities after the completion of the project.

The terminal evaluation was conducted by the representatives from JICA and AMED, the agencies supporting the SATREPS project activities. The joint evaluation team consisted of 6 personnel from JICA, AMED, and counterpart organization (KEMRI). The team received documents, interviewed counterparts and project implementers, and visited institutions (Ministry of Health (MOH), KEMRI-HQ and KEMRI-CIPDCR, Alupe).

A scientific symposium organized by the SATREPS project was held at KEMRI Conference Hall on Thursday, 6th October 2016. Having a total of 50 attendees including a disease surveillance expert from WHO Kenya Office, JICA Experts, KEMRI researchers and MOH officers presented the achievements and the progress on the activities of development of rapid diagnostic test kits and an early warning system.

During the 6th Joint Coordinating Committee (JCC) meeting held on Friday, 7th October 2016, results of the terminal evaluation were reported. The project was evaluated as "high" on all the five DAC criteria[1] . The members for the JCC discussed the issues on dissemination and utilization of the project outcomes for infectious diseases control. At the end of the JCC, the Minutes of Meetings including recommendations from the joint evaluation team and the terminal evaluation report was signed by the representatives from JICA, MOH and KEMRI.

The project is about to end in 3 months. Until January 2017, JICA experts are continuing their works closely with counterparts of KEMRI and MOH for implementation of the recommendations raised by the terminal evaluation team.
